From what I've read, it's apparent that he wants to sow seeds of doubt about Bush amongst Americans and, most importantly, he (as he's done before) tries to leverage this unease into goading the American people into pressuring their govenrment into changing US policy towards Israel and ending its support.
Nothing new, really.
All it does is remind everyone who was in charge and why he should stay in charge--he has desimated ole Bin Laden's terror network. That backdrop is probably hiding the rock from his cave. I guess if Kerry is elected, he can surface again--maybe be Kerry's Secretary of War!!!
