I believe the reporter was calling from California. The English on the tape sounds like a native American, with some changes based on where he now lives. I lived in Brazil for a while, and when I returned, my grandmother said I had a strange accent with my English (I spoke mostly Portuguese while there).

My family moved to Federal Way, Washington for about 18 months when I was attending 3rd grade. My speech has carried a Canadian accent (plus some mid-valley Welsh) ever since. I'm a native born and raised Californian. People pick up accents from their daily environment.
