I suspect the other 160 tons is what we saw the Russians carrying away on trucks before the war started.
We wouldn't have destroyed 200 tons out of 360 tons and just stopped. That tells me it's likely that the Russians left all the stuff that wasn't identified as theirs, we found that and destroyed it.
Didn't Fox quote an earlier UN report that said the number wasn't 360,000 tons but closer to the 200,000 tons amount?
