Look at in light of the big picture. Saddam was trying to get the sanctions eased. He may not have believed the US would invade, but was moving the WMDs out of Iraq before letting inspectors have full run of all suspected sites. UNSCOM come in. Doesn't find anything. Sanctions lifted. WMDs get shipped back.

I have seen the Putin "special address to the Russian peoples" announcement, but I'm at a loss as to what this could mean. Putin is a bit, um, ....dramatic.
He could be talking about a WWIII or his next ski trip....
Russki boards are alight, but I can only read about half and most of them are cranks/wacko theorist proclaiming WMD's secured by Russ, Putin imposing martial law, or Jesus returns and he's ticked off. Chort Tebya!
Also, as things turn out Richard Armitage is currently in Moskva "visiting" with Putin, intelligence officers and russian anti-terror orgs.
