ABC News - IAEA Says only 3 tons of high explosives left at Al QaQuaa when last checked

I looked to see if anyone else had posted this - I apologize if I missed it - about 8 minutes into ABC World News Tonight, Martha Radditz ended up her report on the missing explosives with words to this effect:

Peter, late breaking information from IAEA is that when they last inspected the Al QAQaa facility in (January? March?) 2003, there were not 180 tons of high explosives, but only 3 tons.

She did qualify that I think by stating a particular type of high explosive - either MX(?) or the other of the two types, but whatever it was, sounds like there might have been a lot less left to be "missing" at any time the US forces could have been there.

Which makes me wonder how good the "seals" were on those bunkers.

If they are anything like the seals we used on rail cars & trucks carrying explosives, they are not designed to keep anyone out.

They are somewhat like the braided wire & lead 'seal' on an electric, water, or gas meter, except bigger. They can be broken open, but not reclosed; and they carry a serial number, and only tell you whether someone entered via the door they are "sealing".

Case in point, at USNWS-Concord, I checked the DOD seals & seal numbers on a rail car as intact & correct. I broke a door seal, entered, and commenced a physical count. My supervisor confirmed one full plus a partial case of frag grenades with fuses, were missing, and notified the FBI. The "seals" had been bypassed via entry through the partially open roof vents.

Had anyone wanted to, the "seal" (which was a thin, 1/4 strip of tin-like metal that latches the free end into a closed box on the other end when inserted into a slot) could have been snapped with the twist of a screwdriver blade.

However, by leaving the seals intact, the cars moved through "checkpoints" onto base, then to the waterfront, "still sealed" and so supposedly not pilfered.

Whoever loaded & "sealed" the cars just had to relay the name & number on the car carrying the grenades to an accomplice, & the car coukd be entered at any pont along its route, with no one the wiser, until time ot off-load.

In short, they are a 'tamper indicator' rather than a lock.

Did the radio report say from 180 to 3 tons of one of the two types of high explosives? That could really mean that there was a lot left when IAEA was last there, but a lot less than 380 tons (and could show a pre-war propensity to move the stuff out).

I've been trying to see if anything on abcnews.com but no details.

Yes, I saw it. It was at the end of Martha's report, and she said it was late-breaking information -- I assume something she got after voicing her story -- and she mentioned that it was one kind of explosive with letters I don't remember. The first document was, I think, from 2002 (?) and the second one that had the 3 tons was from early 2003, whenever the last IAEA inspection was. I need a transcript too!!
