No Child Left Behind School Reform Law which makes schools test every child to be sure all are learning and provides a record level of funding to help any child who is not learning.
For example, Gainesville Elementary School in northeast Georgia is mostly Hispanic and 90 percent poor -- and this year 90 percent of its students passed state tests in reading and math.
Income Tax Cuts which have raised tax deductions for children and lowered tax rates for everyone and made taxes fairer for married people, and helped save the economy from the 2000-2001 economic downturn and the economic blow caused by the terrorist attacks on 9/11.
Medicare Reform and Prescription Drug Coverage starts in 15 months but offers a Medicare drug discount card now which senior citizens under Medicare can get by calling 1-800-MEDICARE (633-4227).
Ban on Partial Birth Abortion so that now it isnt allowed to kill the baby during birth if the life of the mother is not threatened.
JOBS
President Bushs policies and tax relief have replaced 1.9 million jobs of the 2.5 million lost because of the economic downturn of 2000-2001 and the terrorist attacks on 9/11. Also his policies have allowed many people to create their own jobs and businesses which are not counted in the jobs figures, but which show up in the unemployment rate. Unemployment has dropped to 5.4% from a high of 6.4% last year and is now the same as the rate in August, 2001, just before the terrorist attacks on 9/11.
However, it isnt enough yet, so to produce even more jobs --
We will stand with workers in poor communities -- and those that have lost manufacturing, textile, and other jobs by creating American opportunity zones. In these areas, we'll provide tax relief and other incentives to attract new business, and improve housing and job training to bring hope and work throughout all of America.
To create more jobs in America, America must be the best place in the world to do business, by encouraging investment and expansion, by restraining federal spending, reducing regulation, making tax relief permanent and reforming and simplifying the tax code.
To create jobs, we will make our country less dependent on foreign sources of energy.
To create jobs, we will expand trade and level the playing field to sell American goods and services across the globe.
And because small business owners create most new jobs in America, we must protect small business owners and workers from the explosion of frivolous lawsuits that threaten jobs across America.

President Bush wants to document the undocumented workers, to get legal work papers for jobs that American citizens dont want and be checked to be sure they arent terrorist or criminals. With these papers they can travel legally across the border and get drivers licenses. It isnt amnesty. If they also want to become a citizen, they have to get in the immigration line behind those already in line.
More than half of the uninsured are small business employees and their families. In a new term, we must allow small firms to join together to purchase health insurance for their employees at the discounts available to big companies.
We will offer a tax credit to encourage small businesses and their employees to set up health savings accounts (which you can take with you if you change jobs) and provide direct help for low-income Americans to purchase them.
We will ensure every poor county in America has a community or rural health center.
As I have traveled our country, I have met too many good doctors, especially OB-GYNS [specialists who deliver babies], who are being forced out of practice because of the high cost of lawsuits. To lower health care costs and keep doctors available everywhere, we must pass medical liability reform now, and make sure that health decisions are made by doctors and patients, not by bureaucrats
And just as he wants our people to own their own homes and their own health savings accounts, he wants our younger workers to own a piece of their retirement savings.
We will always keep the promise of Social Security for our older worker. However, many of our children and grandchildren understandably worry whether Social Security will be there when they need it. We must allow younger workers to save some of their payroll [F.I.C.A.] taxes in a personal account -- a nest egg you can call your own, and government can never take away.
Because family and work are sources of stability and dignity, I support welfare reform that strengthens family and requires work.
Because a caring society will value its weakest members, we must make a place for the unborn child.
Because religious charities provide a safety net of mercy and compassion, our government must never discriminate against them.
Because the union of a man and woman deserves an honored place in our society, I support the protection of marriage against activist judges. And I will continue to appoint federal judges who know the difference between personal opinion and the strict interpretation of the law.

MAJOR ACCOMPLISHMENTS (2001-2004)
1. FREEDOM for AFGHANISTAN. The Taliban Government was removed from power in Afghanistan and Free Elections were held under the eyes of the United Nations on October 8, 2004. Women are going to school, getting care during childbirth, and voting in Afghanistan now.
2. RUSSIAN AMERICAN NUCLEAR REDUCTION TREATY signed in 2002 is dismantling thousands of nuclear weapons in Russia and here and allows the U.S. to build a missile defense system.
3. WAR ON TERROR. The world-wide effort has so far brought about the capture or death of thousands of al-Qaeda terrorists and 70% of their leaders and the arrest of dozens of terrorist cell members in the U.S., which has so far prevented another large-scale terrorist strike on U.S. soil.
4. OPERATION IRAQI FREEDOM ended Saddam Hussein's dictatorship in IRAQ. Saddam is in jail and his evil sons are dead.
5. The Proliferation Security Initiative started by President Bush uncovered and stopped the Pakistani A.Q. Khan nuclear weapons smuggling network. This initiative coordinates military action and police work of 15 countries (including the U.S., Japan, Britain, Russia, Australia, the Netherlands, France, and Germany) to stop the spread of nuclear weapons materials.
6. Libyan Disarmament: Libya's entire nuclear program will soon be in our possession. Right after Saddam was caught last year, Mohamar Ghadaffi of Libya decided to give up all his nuclear weapons program materials. 48 huge crates are already at our nuclear facility in Oak Ridge, Tennessee, with more coming. Energy Secretary Abraham says Libya had 4,000 centrifuges and enough uranium hexafluoride gas to make several nuclear weapons per year, which was a great deal more than we had expected. (Could some of it belong to Saddam?)
North Korea:
President Clinton's bilateral agreement on nuclear weapons with North Korea failed because the North Koreans didn't keep their word, despite the huge payments to them in money and food aid. To decrease the threat of North Korean nukes to Alaska and Hawaii, Bush has set up missile defense systems in Alaska.
We now have multilateral talks with North Korea, including China, Russia, Japan, and South Korea because they have a stake in them and because China can put more pressure on dictator Kim Jong-Il than we can. If we start bilateral talks with North Korea, Kim Jong-Il will pull out of the multilateral talks.
Iran:
Iran must not be allowed to have nuclear weapons. The fanatical mullahs that rule Iran cannot be allowed to produce plutonium in the nuclear plant they are building, because they aid the terrorists.
We are working for a diplomatic solution with the British, the French, the Germans and the Russians, and through the U.N.'s International Atomic Energy Agency (IAEA). We also just sold an AWAC to Israel.
In 2003, President Bush formed a three-way alliance between the U. S., Azerbaijan and Kazakhstan called the Caspian Guard. Check Iran on a globe. We are boxing in Iran. The U.S. military is in Iraq and Afghanistan. We have alliances with Pakistan, Turkey, and the 'Stans". In fiscal 2003, $11.1 million went to Turkmenistan, part for border control.
This is all to contain the mullahs until the people there can overthrow them. With half of the population in Iran now young people who dislike the mullahs and yearn for freedom, we have great hope for Iran. We are trying to buy their blossoming revolution enough time with these diplomatic and military chess moves.
IRAQ: Why We Couldn't Wait:
1. The United Nations' oil for food program with Saddam Hussein was corrupt. U.N. sanctions against Saddam's regime were unraveling as U.N. officials took bribes to look the other way while Saddam gave huge oil credit vouchers worth billions to companies in France and Russia in exchange for weapons materials. U.N. will to keep Saddam in a box was undercut by this corruption.
2. The 9/11 Commission Report states Iraqi intelligence agents had direct contact with Osama bin Laden in Sudan in winter of 1994-95 and in Afghanistan in 1998, arranged by Zawahiri, now spokesman for al Qaeda. A 1998 indictment of bin Laden by U.S. Attorney's Office in New York charged that al Qaeda had "reached an understanding with the government of Iraq
that on particular projects, specifically including weapons development, al Qaeda would work cooperatively with the Government of Iraq."
3. Saddam harbored terrorists. Abu Musab al-Zarqawi, admited bin Laden loyalist, leading terrorists now in Iraq, fled Afghanistan wounded in 2002 and was given shelter and medical care in Iraq. Also harbored was Abdul Rahman Yasin, who aided mastermind Ramzi Yousef in the 1993 bombing of the World Trade Center. CBS's Leslie Stahl interviewed him in Baghdad in 2002.
4. Saddam kept plans and hid equipment for making chemical, biological and nuclear weapons, planning to restart his programs after sanctions were lifted. He didn't cooperate with U.N. weapons inspectors.
5. Saddam used chemical weapons on the Iranians and the Kurds. In March, 2003, summer dust storms were coming; it was already over 90 degrees. The heat alone could kill our soldiers in their chemical suits. Confining soldiers in Kuwait and on ships through the summer would have been a morale breaker for our nation and our soldiers. President Bush believed waiting to start the war would increase the danger for our soldiers. He didn't trust our fate to a madman who wanted revenge for Gulf War I.
What Went Wrong:
1. If Turkey had allowed the 101st to enter Iraq from the north, we would have had more troops in Baghdad when it fell and would have trapped many more of the Iraqi Republican Guard soldiers.
2. Before Gulf War I in 1991, Saddam sent his fighter jets to Iran, his enemy, for safe keeping. The Duelfer report noted that a lot of unknown material from suspected WMD sites was trucked to Syria just before U.S. troops went into Iraq. If Syria does have some of Saddam's weapons, is Syria's President Assad waiting to see if Bush wins reelection before deciding to give them up?
What Went Right:
1. Great military planning and Special Forces units prevented lethal Scud missile strikes on Israel and Kuwait, the torching of the oil fields, the destruction of ports, and a bloodbath of Kurds and Shiites.
2. Thirty countries are in our coalition helping Iraq. Even Germany is providing financial aid to Iraq and training Iraqi troops and police officers in the United Arab Emirates. Russia, France, and Germany at the urging of the U.S. have forgiven 80 billion dollars worth of debt incurred by Iraq under Saddam Hussein.
6. The United Nations is helping register Iraqis for elections scheduled in late January.
7. Schools, clinics and hospitals are all open and supplied. Over 150 newspapers are being printed. A new currency and banking system is in place. Courts with decent judges are functioning. Electrical output exceeds amount before Saddam fell. Money from the sale of oil is going to the people of Iraq, not to palaces and weapons. Children are no longer in prisons. 12 year old girls are not being raped by Uday. Over 200,000 Saddam victims discovered in mass graves are getting proper burial.
8. The interim government in Iraq, under Prime Minister Allawi, has sovereignty now, and Iraq's newly trained troops with more coming are helping U.S. troops clean out foreign terrorists under Zarqawi and Saddam loyalists under Ibrahim al-Duri in the Sunni Triangle and also disarm al-Sad'r's Shiite militia.
Like Afghanistan, Iraq has been a balancing act between putting in more troops to exert greater control with greater risk of enraging average citizens -- or using fewer troops to encourage freedom-loving Iraqis to take control of their own political system and their own security, which may be messier, but may be best.
President Bush believes the long-term solution to terrorism is to assist Middle Eastern countries to embrace freedom. This may be a long and difficult task, but may be the best insurance that young men in these regions will find better things to do in the future than coming here to blow up themselves and our children.

It would be irresponsible for me to vote against the appropriations bill to fund supplies for the troops in Iraq and Afghanistatn. I actually voted for the $87 billion before I voted against it. I have always been consistent.
President Bush has offended our allies, while I would be diplomatic and not offend them. The Saudi Arabian monarchy is corrupt. President Putin of Russia is a dictator trying to suppress free speech. Our allies in Iraq -- Britain, Italy, Poland and Australia -- are a coalition of the coerced and the bribed. Iraqi Prime Minister Allawi is a puppet.
There is no ban on stem cell research in the U.S. Privately funded groups may do all types of this research.
President Bush is the first president to authorize taxpayer funding of stem cell research in the U.S. He limited this taxpayer funding to adult stem cells, fetal stem cells obtained from umbilical cord blood, and embryonic stem cell lines already in existence, which did not involve any further harvesting and killing of embryos. He just won't use taxpayer funds to kill embryos.
Adult stem cell research has already yielded promising results. Research on embryonic stem cells so far has shown there may be a high risk of tumors associated with use of these stem cells.
PROPOSITION 71 would commit California to paying $200 million a year for 30 years for stem cell research at a time when our State is deeply in debt and can't afford necessary programs.
A human embryo is an early stage of human development before he/she develops into a fetus, with all the DNA needed to become a unique adult human. After egg fertilization, the morula, blastula and gastrula form before the embryo. Some religions believe growing and killing embryos is akin to slavery and murder.
Canada has stated that it will not allow the United States to do wholesale importation of drugs from Canada, for the simple reason that Canada would run out.
Drug companies give Canada and other socialist countries huge discounts for buying in huge quantities. However, drug companies will not sell Canada far more than it uses so they can resell them in the United States. Canada knows drug companies cannot afford to do research and testing of new drugs if someone doesn't pay the cost. Canada is happy to let American consumers pay the real cost of drugs, subsidizing their socialist medical system, just like they are happy to let our military protect them without cost.

There is but one man to whom I am willing to entrust their future and that man's name is George Bush.
In the summer of 1940 President Roosevelt, in his speech , told America "all private plans, all private lives, have been in a sense repealed by an overriding public danger."
In 1940, Wendell Wilkie was the Republican nominee. He gave Roosevelt the critical support he needed for a peacetime draft, an unpopular idea at the time. And he made it clear that he would rather lose the election than make national security a partisan campaign issue.
Where are such statesmen today? Where is the bipartisanship in this country when we need it most?
while young Americans are dying in the sands of Iraq and the mountains of Afghanistan, our nation is being torn apart because of the Democrat's manic obsession to bring down our Commander in Chief.
What has happened to the party I've spent my life working in? I can remember when Democrats believed that it was the duty of America to fight for freedom over tyranny.

Listing all the weapon systems that Senator Kerry tried his best to shut down sounds like an auctioneer selling off our national security but Americans need to know the facts.
The B-1 bomber, that Senator Kerry opposed, dropped 40 percent of the bombs in the first six months of Operation Enduring Freedom.
The B-2 bomber, that Senator Kerry opposed, delivered air strikes against the Taliban in Afghanistan and Hussein's command post in Iraq.
The F-14A Tomcats, that Senator Kerry opposed, shot down Khadifi's Libyan MIGs over the Gulf of Sidra.
The modernized F-14D, that Senator Kerry opposed, delivered missile strikes against Tora Bora.
The Apache helicopter, that Senator Kerry opposed, took out those Republican Guard tanks in Kuwait in the Gulf War.
The F-15 Eagles, that Senator Kerry opposed, flew cover over our Nation's Capital and this very city after 9/11.

Senator Kerry has made it clear that he would use military force only if approved by the United Nations. Kerry would let Paris decide when America needs defending. I want Bush to decide.

As a war protester, Kerry blamed our military. As a Senator, he voted to weaken our military.
George Bush is committed to providing the kind of forces it takes to root out terrorists.
George Bush wants to grab terrorists by the throat and not let them go to get a better grip.
From John Kerry, they get a "yes-no-maybe" bowl of mush that can only encourage our enemies and confuse our friends.
I first got to know George Bush when we served as governors together. I admire this man. I am moved by the respect he shows the first lady, his unabashed love for his parents and his daughters, and the fact that he is unashamed of his belief that God is not indifferent to America. He is not a slick talker but he is a straight shooter and, where I come from, deeds mean a lot more than words.
This election will change forever the course of history .. And, like many generations before us, we've got some hard choosing to do.
Right now the world just cannot afford an indecisive America. Fainthearted self-indulgence will put at risk all we care about in this world.

My fellow Americans, this is an amazing moment for me. To think that a once scrawny boy from Austria could grow up to become Governor of California and stand in Madison Square Garden to speak on behalf of the President of the United States that is an immigrant's dream. It is the American dream.
I was born in Europe ...and I've traveled all over the world. I can tell you that there is no place, no country, more compassionate more generous more accepting and more welcoming than the United States.
As long as I live, I will never forget that day 21 years ago when I raised my hand and took the oath of citizenship. I was so proud that I walked around with an American flag around my shoulders all day long.
Tonight, I want to talk about why I'm even more proud to be an American why I'm proud to be a Republican and why I believe this country is in good hands.
When I was a boy, the Soviets occupied part of Austria. I saw their tanks in the streets. I saw communism with my own eyes. I remember the fear we had when we had to cross into the Soviet sector. . My family and so many others lived in fear of the Soviet boot. Today, the world no longer fears the Soviet Union and it is because of the United States of America!
As a kid I saw the socialist country that Austria became after the Soviets left. I love Austria and I love the Austrian people but I always knew America was the place for me.
I finally arrived here in 1968. I had empty pockets, but I was full of dreams.
I remember watching the Nixon and Humphrey presidential race on TV. I heard Humphrey saying things that sounded like socialism, which is what I had just left. But then I heard Nixon speak. He was talking about free enterprise, getting government off your back, lowering taxes and strengthening the military. Listening to Nixon speak sounded more like a breath of fresh air.
I said "What party is he?" My friend said, "He's a Republican." I said, "Then I am a Republican!" And I've been a Republican ever since! And trust me, in my wife's family, that's no small achievement!
I'm proud to belong to the party of Abraham Lincoln, the party of Teddy Roosevelt, the party of Ronald Reagan and the party of George W. Bush.
To my fellow immigrants listening tonight, I want you to know how welcome you are in this party. We Republicans admire your ambition. We encourage your dreams. We believe in your future. My fellow immigrants, my fellow Americans, how do you know if you are a Republican? I'll tell you how.

That's what I admire most about the President. He's a man of perseverance. He's a man of inner strength. He is a leader who doesn't flinch, doesn't waiver, does not back down.
He knows you don't reason with terrorists. You defeat them. He knows you can't reason with people blinded by hate. They hate the power of the individual. They hate the progress of women. They hate the religious freedom of others. They hate the liberating breeze of democracy. But ladies and gentlemen, their hate is no match for America's decency.
We're the America that sends out Peace Corps volunteers to teach village children. We're the America that sends out missionaries and doctors to raise up the poor and the sick. We're the America that gives more than any other country, to fight aids in Africa and the developing world. And we're the America that fights not for imperialism but for human rights and democracy. We are still the lamp lighting the world especially for those who struggle.
No matter in what labor camp, they slave no matter in what injustice they're trapped they hear our call ... they see our light ... and they feel the pull of our freedom. They come here as I did because they believe.
Someone once wrote "There are those who say that freedom is nothing but a dream."
They are right. It's the American dream.
Ladies and gentlemen, America is back! Back from the attack on our homeland back from the attack on our economy, back from the attack on our way of life. We're back because of the perseverance, character and leadership of the 43rd President of the United States, George W. Bush.
My fellow Americans ...I want you to know that I believe with all my heart that America remains "the great idea" that inspires the world. It's a privilege to be born here. It's an honor to become a citizen here. It's a gift to raise your family here to vote here and to live here.
