If he is talking about Winter Soldier, I don't remember anyone saying that in the film.

IT, do you remember that? I would rather not sit throught the thing again.

I would be curious how Kerry got on the list of people who witnessed atrocities first hand. And, as an officer, why he didn't report it in the field.

That clip doesn't come from the Winter Soldier documentary, but from private footage...
