According to an WSJ article this week, this is the reason for the flu vaccine shortage. There was no incentive for drug companies to make vaccine since the profit margin is so low. The malpractice risk is also very high. Hillary is responsible for the lack of flu vaccine not the President.

Because the VFC authorizing legislation still imposes a price cap on all vaccines for which a federal contract existed prior to May, 1993, manufacturers of Tetanus Diphtheria (Td, DT) vaccines have refused to bid on CDC contracts since 1998.

If "ProfitRx" has a contract to sell a million doses of Diptheria vaccine to the fedgov for $5 a hit, can they sell extra doses at a higher price to other buyers? Or does the fedgov mandate a $5 cap to all buyers?
