I would think you would have to have one (clearance) BEFORE the other (position)

Please identify where exactly in the Constitution it requires one to get a security clearance before they can be elected President?

If Michael Moore, Noam Chomsky, Jane Fonda, etc. were elected President, they'd all have full access to all intel data. Because they're President.
