To: Congressman Billybob
I have two questions about this matter that perhaps you know the answer to:
Are the names of the members appointed by Carter to sit on this so-called "review board" also considered out of bounds without a signed 180?
Furthermore, since the board probably reviewed a great many applications to change the discharge status of ex-armed forces members, are the minutes of their meetings and the decisions they took also secret and require a signed 180 before they can be accessed?

If names and minutes are accessible, it could provide an avenue to get further proof of the less than honorable discharge theory.

Odds are, there were multiple "Boards of Review" rather than just one. All of their actions concerned the individual records of members of the Armed Services. Therefore, my understanding is that nothing about these review boards would be public information until an individual serviceman/woman signed a Form 180 authorizing public release of that information.
