The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Ramadan terror concerns?

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.


"I will never cower before any master nor bend to any threat."

Makes me sound like a damn SS officer. I'm not certain there is an easy solution to the stuff we're dealing with in Iraq.

I understand, their behavior makes my blood boil too, no apology needed. The way things are panning out, most of the good folk are getting the heck out of Fallujah. Then our forces MUST be ready to apply OVERWHELMING FIREPOWER and keep the urinalists away until the job is done.

Good morning folks. I'm hopelessly behind again. Will try to catch up, but it's going to be a busy day here at work.

Glad we're all still safe and haven't taken any hits yet. Praying it stays that way.

Nothing unusual to report in my area this morning. I guess that's a good thing.

When I left work last Friday, I was a bit frightened I'll have to admit. Only thing I'm feeling now is anger and determination.

I'll be voting for GWB and OBL can pound sand.

You hear that you jihadi scum. I'm voting for Bush. Come get some.....please.

As we all know by now, through the media, and various US Federal Commission, Congressional, or Committee reports, intelligence was known by federal agencies BEFORE September 11th, 2001 of an imminent terrorist attack, but Jane and Joe citizen was kept in the dark.

As much as I value Jill's insight, having worked in the intelligence community, I disagree with what she is inferring in this statement. That there were pieces of intelligence held by various LEO and Intelligence agencies is known and accepted. However, thanks to Clinton (and even before him - Democratically controlled congresses) those agencies were forbidden to share the intelligence 'pieces'. In 20/20 hindsight had these walls of separation not in place and everything else ideal, there was a chance that the pieces still may not have been put together. None of the pieces of intelligence specified the date of attack.

With this said, great care must be exercised by out government as to how much it reveals because it could cause unnecessary panic, expose sources, and interfer with efforts to capture the terrorists.

Cruise Around Manhattan Ends in Evacuation After Boat Hits Object (NY - 10/31/04)

By MICHELLE O'DONNELL Published: November 1, 2004 A leisurely boat ride around Manhattan ended abruptly yesterday when a tour boat carrying 136 passengers had to be evacuated after striking an object in the Harlem River.

The boat, operated by Circle Line Sightseeing Cruises, had left Pier 83 at 42nd Street on the Hudson River at 3:30 p.m. and was scheduled to return at 6:30 p.m. after a voyage around Manhattan, said Andreas Sappok, the general manager of Circle Line.

But after passing Lower Manhattan and the Statue of Liberty and sailing up the East River on a balmy fall day, the boat struck an object in the Harlem River near the Third Avenue Bridge, between Harlem and the Bronx, according to Robert Maher, the chief operating officer of Circle Line. Nobody could say what the object was.

FBI report lists Nevada as prime terror target (NV - 11/1/04)

A report given by the FBI to Nevada's Department of Homeland Security finds McCarran Airport, the Hoover Dam, and an Army ammunition depot in Hawthorne help make the Silver State vulnerable to attack.

The report also cites Carson City, the Fallon Naval Air Station and Yucca Mountain shipments as other possible targets.

Ammonia Leak in Northeast Baltimore 10:05 AM (MD - 11/1/04)

Nov 1, 2004 10:05 am US/Eastern Baltimore, MD (WJZ) An investigation is underway into an ammonia leak at a Northeast Baltimore business.

It happened at the Cloverland Dairy Product Company in the 2700 block of Loch Raven Boulevard near Exetor Hall Avenue.

Fire crews were called to the scene just after Midnight when employees detected a strong odor. Fire investigators are still trying to find the exact cause of the the leak at this hour. The leak also forced the closing of Coldstream Park Elementary School.

Carteret toxic spills cleanup continues (NJ - 10/30/04)

Monday, November 01, 2004 BY SALLY GOLDENBERG Employees at a chemical and petroleum storage and distribution plant in Carteret spent yesterday cleaning up two spills while the company looked for the cause of Saturday's accident.

Close to 40 workers shifted their efforts yesterday from cleaning up the spill of at least 450,000 gallons of sodium hydroxide a toxic liquid, to pumping 240,000 gallons out of a second tank that was punctured when another tank collapsed, said Frank Marrocco, a regional vice president for Kinder Morgan

Gas leak causes evacuation (NY - 10/30/04 - Ammonia Gas)

An ammonia gas leak caused nearly 40 people to evacuate a building on University Avenue Saturday afternoon. The leak occurred in the building for "Gleason Works". Two tanks filled with 100 pounds each of ammonia gas seaped into the building, according to fire officials.

Firefighters responded to the report of an ammonia leak at around 3:30 P.M. One person refused treatment at the scene. Firefighters say employees were evacuated as a precaution. Firefighters entered the building and made sure all ammonia gas was removed before sending employees back to work.

Freight Train Derails In Northeast Washington (DC - 10/30/04)

UPDATED: 2:53 PM EST October 31, 2004 WASHINGTON, D.C. -- Eight cars on a CSX freight train with 61 cars derailed Saturday morning, delaying Amtrak service for dozens of passengers, authorities said.

The cars, carrying the rock ballast used to level railroad tracks, jumped the tracks at 5:08 a.m. near the intersection of Rhode Island Avenue and Fourth Street in northeast, according to Gary Csease, spokesman for the Richmond-based rail company.

Bomb scare prompts evacuation of L.A. neighborhood (CA - 11/1/04)

ASSOCIATED PRESS 6:23 a.m. November 1, 2004 LOS ANGELES – A Los Angeles neighborhood was evacuated early Monday morning as a police bomb squad responded to reports of a suspicious package.

Authorities sealed off part of the 6800 block of Encino Avenue in the city's Van Nuys section shortly after fielding a call about the package at 2 a.m., said Officer Kathy Simpson, a police spokeswoman.

It was unclear how many people were forced to leave the residential neighborhood of apartments and condominiums or when they could return, Simpson said. The area is located about one mile east of the Van Nuys Airport. No further details were immediately available.

Air terminal evacuated (Philadelphia - 11/1/04)

PHILADELPHIA Travelers were evacuated from a terminal at Philadelphia International Airport this morning after police found an item that looked like a grenade in a passenger's luggage.

The object turned out to be a harmless replica, but Terminal E at the airport was emptied for about 20 minutes at around 8 a.m. while police investigated. Police are looking into the possibility that the episode was a Halloween prank

Tanker Runs Aground In Newark Bay (NY/NJ - 11/1/04)>

Nov 1, 2004 10:42 am US/Eastern NEWARK, N.J. (AP) Coast Guard officials say there's no signs of any leaks after a 281-foot tanker ran aground in Newark Bay. The Kristin Poling was southbound when it grounded during low tide around 5:30 Monday morning.

Petty Officer Mike Hvozda says the American-flagged ship is carrying 18,000 barrels of number two oil.

The Coast Guard spokesman says officials are waiting for high tide to see if the vessel frees itself. If it does, it will return to Port Newark, where it will be inspected for damage. Link to Article

U.S. Embassies Issue Terror Warning (11/1/04)

Nov 1, 2004 11:21 am US/Eastern HELSINKI, Finland (AP) United States embassies in northern Europe said they have received "threat information" and urged Americans living in the Nordic and Baltic regions to be cautious.

In the rare warning for Americans in the region, the State Department urged all citizens "to be vigilant as to their surroundings, especially in centers of ground-based mass transit, and to report any unusual or suspicious persons, incidents or circumstances" to authorities, the embassy's Web site in Helsinki said.

The warning, posted late Saturday, gave no other details.

Barge Fire in Mt.Vernon Led to Evacuation (IN - 10/30/04)

A barge fire breaks out Saturday night in Mt.Vernon, sending emergency response crews scrambling to help out. Posey County dispatch told Newswatch that it was a gasoline barge that caught fire about 7 o'clock Saturday night. Fire officials said it took them about 25 minutes to get the fire out.

The blaze caused an evacuation of residents in a 4-block radius. They were evacuated when the blaze broke out at the Buckeye Pipeline in Mt.Vernon, but they were allowed back in their homes a few hours later.

Osama, Bush and a Little Girl

Osama taunts President Bush, tries to shame him--a typical Islamic-Arab technique of punishment, manipulation, and control. Perhaps Osama believes that this will persuade Americans to vote for Senator Kerry, and not for the "shamed" President. Osama declares:


"We never thought the high commander of the U.S. would leave 50,000 of his citizens in both towers to face the horrors by themselves when they most needed him because he thought listening to a child [this was poorly translated from the Arabic as it had specified a female child] discussing her goat and its ramming was more important than paying attention to planes and their ramming of the skyscrapers which gave us three times the time to execute the operation, thanks be to God."



Again, he is not telling the truth. Nothing could have stopped the planes.

But now, he gives himself away, both culturally and autobiographically. Osama is scornful, contemptuous--heartbroken? -- because President Bush dared to patiently listen to a "little girl" for many minutes when, damn it, he should have been paying attention to what he, Osama, had just done: crash two planes into the Twin Towers and another plane into the Pentagon.

Incredibly, Osama seems to be competing with a little girl for President Bush's attention. Where Osama comes from, girls (and women) simply do not count. Only grown men and boys do. It is an insult that President Bush does not immediately pay attention to Osama. Worse: Perhaps President Bush's quiet and visible commitment to literacy for girls as well as boys actually enrages Osama. Why do girls need an education anyway? Or, (sorry Michael Moore), is Osama somehow undone by President Bush's ability to contain his emotions in order not to frighten the classroom children?



In Osama's world, grown men are allowed to become emotionally "hysterical;" the fact that this may frighten, even traumatize children, does not matter. (Think of the Islamic Arab street and the "hysterical" quality of the funerals of homicidal suicide bombers, replete with fully armed, masked men and ululating, veiled women.) Arab Muslim adults do not have to contain their emotions and remain calm; they can act out both privately and publicly, and in front of the children.


In demanding that President Bush pay attention to him, is Osama somehow confusing President Bush with his own Yemeni father, Mohammed, who had ten wives and 54 children? Osama was the seventeenth of twenty four sons--how much positive paternal attention could he have received? (Also, his father died when he was only ten years old).

More importantly: Osama's mother, Hamida, was a Syrian whose father gave her to Mohammed bin Laden as part of a business deal. Hamida was known as "Al Abeda," ("the slave.)” But, she was also known for being outspoken and western. (She liked designer pants and suits by Chanel). Poor Hamida was also the fourth wife--an unlucky position since Mohammed bin Laden engaged in the convenient practice of divorcing his fourth wife so he could remarry. (Muslims can only have four legal wives). In addition, Mohammed bin Laden punished Hamida by permanently exiling her to another city. He did so when Osama was not yet two years old. He was brought up by a stepmother, Mohammed's first wife, Al-Khalifa.



Thus, Osama not only lost his mother at a very young age. He also had to live with her devalued status as a woman, a "slave," a divorced wife, and as an admirer of western couture. Osama had to overcome not only the "shame" that all Arab Muslim men unconsciously suffer, namely, being of (devalued) woman born; he also had to overcome the shame of being abandoned by a divorced, "slave," and pro-western mother.

Are we saying that Osama's tape can be reduced entirely to autobiographical ravings? No. But we cannot afford to neglect this dimension. Focusing precisely on such childhood and cultural variables will be crucial in any attempt to bring democracy to this region.



The overall status of women, as well as specific practices such as polygamy, female illiteracy, veiling, stonings to death, and Arab honor killings all shape Arab Muslim psychology and national character. It is important that we pay attention to such Arab and Muslim cultural values in order to understand how these values have affected someone like Osama bin Laden --and there's more like him where he came from.

USA Today's links are through tonight.

The Plymouth 36 hour map is interesting.

If that materializes, the last minute Kerry surge could be slowed or even stopped with it impacting turnout somewhat with a last minute impetus created by the UBL tape.

The UBL tape has had no measurable impact, but the mistranslation and lack of reporting the central threat may be responsible.

I don't want to steer the thread into election speculation (there are way too many threads on that already), but despite what the experts are saying, the UBL threat is real (this was a sign of strength, not of weakness).

And if you are in a battleground state that has been trending Kerry, you may not be off the hook as a target as the weather and reexamination of the video may reverse some trends enough to make a difference in one or two states.

Whether that is enough to change the national outcome, we cannot know, but the weather and reexamined tape may swing things in a new direction and that will increase the threat at the individual state level.

Both Fox News and Rush are reporting the "state" vs "nation" wording of the threat and if that saturates in time, that may cast things in a different light.
