The Still and Box with an EMS plan 1 is the standard response if a flight declares a potential emergency. This was the response level given to the two recent flights with engines eating birds. If a flight has an emergency indicator light, smell of smoke in the cabin or other such related issues and requests to return to the airport they will usually set up an emergency response as a precaution.

Annual Editions : Violence and Terrorism 05/06 (Annual Editions Violence and Terrorism)
Today, my professor let me borrow this textbook he recently received. I must say it is one of the best resources on all forms of current terrorism I have personaly seen. The book is 12 units/37 articles long covering topics from the concepts/causes of terrorism to woman in terrorism, and much more. I have only briefly browsed the book but will definately be adding it to my personal library.
That is my hope too, but mistakes happen, and the CIA is backing off the initial authentication.
The point is that the tape claims to have been produced by Sahab productions, the propaganda arm of AQ, staffed with lots of literate arabs. If this is bogus, then grammatical errors would be expected.

10/28/04 Primary Window: We are now 5 days away from election day and if AQ is intending to attack before Nov 2, their window of opportunity is rapidly closing. With the number of days narrowed down, lets prioritize them from most likely to least likely.
1. November 2 - Election day attacks could cause chaos and potentially create a constitutional crisis.
2. November 1 - Day before election day, relatively close to the ‘blood moon’ and ABC tape release.
3. October 29 - Last day of the major news cycle, relatively close to the ‘blood moon’ and ABC tape release.
4. October 31 -Football events provide targets of opportunity for mass casualities.
5. October 30 - Saturday, no school, work, some college football games.

10/28/04 There is still anticipation of an OBL video/audio tape to soon appear. Jihadi chatter on internet message boards post ABC tape confirm islamic expectations of a tape and think that the ABC tape is the long awaited one. However OBL does not appear on it.
10/28/04 0n 10/27/04 Drudge broke the story that ABC news had in its possession a disturbing new al Qaeda videotape. The terrorist claims on tape the next attack will dwarf 9/11. "The streets will run with blood," and "America will mourn in silence" because they will be unable to count the number of the dead. Further claims: America has brought this on itself for electing George Bush who has made war on Islam by destroying the Taliban and making war on Al Qaeda.
The CIA and FBI late Wednesday authenticated the tape, although the CIA has backtracked somewhat. Drudge has also alleged that ABC withheld the final 15 minutes of the tape from the CIA, where the alleged terrorist warns about Bush, Cheney.
Based upon review of the tape, Intelligence officials believe:
1. The video tape appears to be from al-Qaeda's media liaison organization. It has a banner crediting the Sahab Production Committee. The speaker refers to Bin Ladin and Zawahiri as "our leaders" and praises the 11 September attacks.
2. The video appears to have been made in the past several months - at least as recently as late summer 2004 - based on the speaker's discussion of the conflict in Darfur, the 9/11 Commission and other recent events.
3. Individual is college educated, either American born or raised in the U.S. He speaks English well.
There are abnormalities associated with the tape and as discussion has progressed throughout Thursday, and particularly when portions of the tape were released to / played by the media, additional ones were identified:
1. Sahab Productions have exclusively distributed their videos to Al-Jazera TV in the past.
2. The speaker uses only English, except for a few places where he quotes the Quran.
3. The speaker displays a heavy breathing pattern that could either be nervousness or meth induced.
4. The arabic writing appears to have grammatical mistakes (Tracking Terrorism via Freeper Fullwave), no anthem and other differences from previous Sahab production tapes.
5. Jihadi chat rooms were caught completly by suprise and appeared baffled, uncertain as to its contents.
The U.S. is actively seeking to identify the individual. Adam Gadhan - aka Adam Pearlman remains the chief candidate but another still unknown individual may be possible. However, because most of the face, except for the eyes, is covered, identification is difficult. Initial comparisons of the eyes and bridge of the nose based upon screen captures of the ABC video and FBI photos on TM suggest it is someone other than Pearlman.
What then is the purpose of the tape. If authentic, this tape follows the Sahab tradition of PSYOP messages trying to scare Americans into not re-electing Bush. It uses a clearly spoken and understandable threat to the American people and not a translation from Arabic. A secondary purpose could be to signal the final count down to a major attack.
If a forgery, the goal to scare voters away from re-electing Bush still appears to be its motive. However, to get the tape into ABC hands via Pakistan would be quite a feat in itself.
10/28/04 U.S. government officials say the level of information picked up about an election terror threat has ebbed recently, but they still believe the danger posed by al-Qaida has not waned.
In the past four or more weeks, however, the various sources of such information have quieted down. That includes a decrease in the contacts and communications among terror suspects and sympathizers that governments can monitor. This often-ambiguous dialogue can include things as easy to track as postings to Internet chat rooms. U.S. authorities are picking up less of that kind of traffic, according to officials who spoke on the condition of anonymity.
Within the past week, U.S. officials also have said that some of the information from one intelligence source who led to the heightened election concerns now has been deemed not credible.

Godzilla comment: For the past several weeks, jihadi ‘traffic’ levels have been reported to anywhere from quiet to very active. Some have tried to link the reported dropoff in communications to operational silence, similar to what reportedly happened immediately before 911. However I’ve not seen any reporting that might factor in Ramadan observances for any decrease. This is definitely a challenging factor to evaluate in the context of an attack precursor.
10/27/04 Tonight (10/27) is a ‘blood’ moon lunar eclipse. There has been some concerns that this event, during Ramadan, could be a marker for an attack during the next few days.

10/26/04 Hindsight is reportedly 20/20. The following are an excerpts of a good review of the last al-Zawahiri video tape that apparently gave the go for the Sinai bombings. Original article was published 10/10/04
What is said on these al-Qaeda propaganda tapes is soon played out for real somewhere in the world. One of the target countries mentioned is inevitably hit. In his propaganda statement, al-Zawahiri specifically mentioned Egypt. Six days later, an organisation affiliated to al-Qaeda took the lives of at least 33 people -- primarily Israelis -- in Egyptian resorts.
This latest al-Zawahiri tape contains the first glimmer of a new phase of al-Qaeda's strategy and masterplan. Analysts say that al-Zawahiri's comments mark the first time that al-Qaeda has effectively declared a policy of pre-emptive attack. The irony hasn't been missed: the US government's most controversial shift in strategy post-September 11 was the move towards a policy of pre-emptive strikes against its enemies overseas.
Dia'a Rashwan, an expert on Islamic militancy, said that al-Zawahiri was "calling for launching a pre-emptive attacks similar to US policy. He's saying Muslims should attack before their countries are occupied. He is calling for action, instead of reaction".
If the West thought that al-Qaeda could not get any more deadly, then al-Zawahiri is saying "you are wrong"; he has just upped the ante. He is telling Muslims in every country in the Middle East to rise up and kill Westerners and destroy Western interests even if they or their nations are not affected by the war on terror.
The creation of pan-Arab resistance and a truly global form of terror lies at the heart of al-Qaeda thinking. The organisation has at its ideological core the concept of the establishment of an Islamic caliphate across the Middle East, operating under strict Koranic thinking. How can that be achieved without total war against the West and what people like al-Zawahiri see as the puppet regimes in capitals such as Cairo?
We need to look behind the headlines to see the true stretch of al-Qaeda's tentacles. It seems that Islamic terrorists are literally everywhere. A CIA report says that a new tier of al-Qaeda leaders is using South Africa as one of its bases. Nearly 30 leaders are thought to be in and around Cape Town, Durban and the Eastern Cape.
Interpol's John Newton says that al-Qaeda is running smuggling rings in Latin America to fund its terror operations. "There are strong indications that terrorists such as al-Qaeda do derive some incomes from smuggling, for example in the tri-border area between Brazil, Paraguay and Argentina," he said, adding that cigarette smuggling could be one of the main fundraising rackets. The positioning of al-Qaeda in south America is no surprise to seasoned terror-trackers. In the autumn of 2002, the Sunday Herald revealed that al-Qaeda communications had been intercepted coming from the Amazon basin.
Shukrijumah, a Saudi who was close to Khalid Sheikh Mohammed, the mastermind of September 11, has also met with the "people-trafficking" gang Mara Salvatrucha in Mexico and Honduras in order to bring al-Qaeda members into America. Al-Qaeda communications intercepted by the CIA and Turkish intelligence, the MIT, show that the terror group wanted to hijack planes in Turkey after smuggling powdered TNT and a triggering mechanism based on sulphuric acid onboard. Neither substance is detectable by airport security.
Iraq
10/28/04 The debate continues whether or not and how much high explosives were removed from the Al-Qaaqa munitions depot. Recent documents leaked from the UN indicate that as little as 4 tons were stored there versus the 380 tons origionally reported by Drudge (short circuiting an CBS 60 story).
10/27/04 Nearly 800 British forces left their base in southern Iraq on Wednesday, heading north toward Baghdad to replace U.S. troops who are expected to take part in an offensive against insurgent strongholds.
Coalition forces are planning to make an example out of Fallujah and are reported massing troops and increasing airstrikes on terrorist facilities in the city.
10/27/04 The Al-Jazeera TV declared - in an urgent news - today Wednesday, that the Islamic army in Iraq, confirms that it assassinated the Iraqi ambassador in Abu Dhabi Qusay Mahdi Saleh, and a confirmation did not come from interim Iraqi government, and did not return the information of my last about the assassination operation .
THE ABOVE COULD BE A MIS REPORTING OF THE FOLLOWING Gunmen killed a senior Iraqi Foreign Ministry official in the capital, said Deputy Foreign Minister Labeed Abbawi. He said four men pulled up outside a house in central Baghdad and tried to force Qusay Mehdi Saleh, who was Iraq's ambassador to the United Arab Emirates until a month ago, into their car. When he resisted, he was shot twice. The Islamic Army in Iraq militant group claimed responsibility for the killing, Al Jazeera television reported.

10/27/04 A powerful explosion has hit the Marriott Hotel in the Pakistani capital, Islamabad, causing an unknown number of casualties. The Marriott is one of the most popular hotels in Islamabad for foreign media and business people. Initial suspected cause is an electrical short, but a bomb has not been ruled out.

10/26/04 Fugitive Al Qaeda leader Osama bin Laden has been spotted in the Tibet-Laddakh region, close to the North-Eastern tip of Pakistan, bordering India and China, Indian and US officials believe.

According to sources, following the meeting between Indian security bosses and the FBI, the New Delhi Government has put its security forces in the North Western region, specially the Kashmir Valley, on 'red alert.'
These sources in the Indian Home Ministry told this correspondent that intelligence agencies had received information that Bin Laden has been spotted traveling. Some such reports were also published in a section of the Pakistan media.
Godzilla commentary: This is the second report of his movement out of the Pakistan-Afghanistan border region. At first I wondered why he would leave terrain he knew so well for that he didn’t know. Then I remembered that many of the jihadists trained in Afghanistan were sent to Pakistan to fight the Indians in the general Kashmir area and that he has likely spent time over there seeing how his trainees were doing. This is in the heart of the disputed region that India and Pakistan have bitterly fought over. The other issue limits US forces from reaching him because they would have to come from either Pakistan through sympathic warlord country, or via India.
Israel
10/28/04 In a developing story Palestinian leader Yasser Arafat is in a serious, possibly life threatening condition. Arafat was eating soup during a meeting with Prime Minister Ahmed Qureia, former Prime Minister Mahmoud Abbas and another official between 8 p.m. and 9 p.m. (2 p.m. or 3 p.m. EDT) when he vomited and passed out for a period of time. A team of doctors was sent to his Ramallah compound in the West Bank.
The cause of his condition is not fully known. Many suspect a combination of a severe flu and gallstones. Others include cancer and poisoning. The most recent reports suggest a blood condition. His doctors want to have him taken to a Paris hospital for treatment, but after initially refusing Arafat agreed.
Palestinian sources said Fatah leaders have established a triumvirate to succeed the 75-year-old Arafat. They said the three Palestinians include the former and current PA prime ministers and were authorized to take over Arafat's duties immediately. Things could become very unstable in the West Bank if a full-blown power struggle should erupt.
10/27/04 For the first time in three years, the Palestinian Authority on Wednesday called on Hamas to halt its rocket attacks on Israel. The appeal came as Hamas marked the third anniversary of the launching of the first Kassam rocket on a settlement in the Gaza Strip.
A senior PA official in Ramallah told The Jerusalem Post that the decision to publicly call on Hamas to stop the rocket attacks was the result of increased complaints by Palestinians living in areas where the IDF carried out military operations in recent weeks.

10/26/04 Iran ruled out a total suspension of uranium enrichment Wednesday as a second round of talks with European negotiators failed to produce an agreement aimed at avoiding a showdown and the possible threat of U.N. sanctions. "Total suspension will not be accepted under any circumstances," said Sirus Naseri, a member of the Iranian delegation that met in Vienna with the European envoys.

10/27/04 Muslim up risings beginning in Thailand with furious protests from Islamic countries and organizations yesterday as horrific details emerged of the deaths of 78 Muslims in military custody on Monday.
A Muslim separatist group in the south of the country vowed to take revenge on Bangkok with "fire and oil" after Thaksin Shinawatra, the Thai Prime Minister, promised an inquiry but failed to apologize for the excruciatingly painful way in which anti-government demonstrators died at the hands of Thai authorities
10/28/04 A bomb exploded Thursday evening outside a bar in southern Thailand, the scene of a campaign of violence blamed on Islamic separatists, killing at least one person and injuring 15 people, police said.
The blast came amid outrage among Thai Muslims over the deaths of 78 Muslims who suffocated, dehydrated or were crushed when hundreds of protesters were detained by police after a riot and packed into trucks for hours.

10/27/04 The annual report for the International Institute for Strategic Studies (IISS) claims that Norway is now among the more than 60 countries where terror network al-Qaida has established a presence. The institute cites the country's decision to send soldiers to Iraq as the reason.
United States
10/26/04 A NASA official says security has been increased at Kennedy Space Center because of fears of a terrorist attack before next week's election.
Cal Burch is chief of the Protective Services Office at the National Aeronautics and Space Administration center in Cape Canaveral. He says they believe the center is a highly visible target, as other major government facilities are around the country. Burch says he can't confirm a specific threat. Burch says it's not clear how long the realignment of security forces at the center will continue.

I don't look for any change in the status of these locations until after the inauguration at the earliest.

Non-emergency employees and all dependents of the U.S. Embassy Riyadh and Consulates General Jeddah and Dhahran were ordered to leave the country on April 15, 2004 and will not be permitted to return until further notice. Due to targeted attacks against American citizens, resulting in deaths, injuries and kidnapping, and the continuing serious threat to their safety while in Saudi Arabia, the Department of State continues to warn U.S. citizens to defer travel to Saudi Arabia. Private Americans currently in Saudi Arabia are strongly urged to depart. This Travel Warning supersedes that of August 12, 2004.
10. Suspicious Domestic Incidents Not Currently Linked to Specific Terrorism Attempts
10/27/04 Dallas police, the FBI, and agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives were investigating damage to a high-tension power line near White Rock Lake Wednesday afternoon. Agents inspect the area at the base of the damaged tower. One of the legs of a metal tower supporting the power lines appeared to be broken in aerial views of the scene. There was no official word as to what caused the damage to the tower, which remained standing. However, some have reported that it appeared that a leg of the tower was blown off by an explosive.
10/26/04 The weekend theft of a 5-ton GMC flatbed construction truck from Lansing-based Meccon Industries is now the subject of a federal, state and local investigation as authorities try to track down the vehicle and O'Hare and Midway airport security passes that were inside, police say.
Although Lansing authorities are convinced the thieves wanted the pricey construction equipment, Lansing Police took the extra step of notifying the FBI and the Department of Homeland Security and called the state's terrorist hotline.

10/26/04 There has been a pattern developing regarding penetration attempts by potential terrorists into our hospitals. The following indicates a sensitivity to the issue.
Sarah Bush Lincoln Health Center and other Illinois hospitals were warned recently about the possibility of fake doctors trying to use their facilities. Carle Spokeswoman Gretchen Robbins said a man posing as a cardiologist contacted the hospital last month to inquire about a position there.
Also according to Robbins, the hospital's security department also got news about two incidents in northern Illinois last month where two men entered hospitals under suspicious circumstances.
At a hospital in Sandwich, Ill., two men entered a hospital, claimed to be visiting doctors and asked several questions about the facility before leaving when staff there confronted them. At a hospital in Peru, Ill., two men entered and said they wanted to buy a wheelchair then left abruptly when told management would be contacted. In both instances, the two men were described as being of Middle Eastern descent.

One indicator you should also look for is something like the american airlines stock profiteering. If the middle east currency markets open and they are fleeing the dollar in droves, I might get a little concerned that something on the way.
