The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.


"I will never cower before any master nor bend to any threat."

I skimmed that article but don't see that there is anything related to the US homeland...it could be talking about Iraq...it is not clear who the intended target is...

Regarding "The Road to Kabul", the fact that it was pulled speaks volumes as the threat was taken very seriously and this gives credence to the afore mentioned idea that the Afganistan elections occurred without a hitch because the Taliban/OBL wanted that for some reason.

I agree about the fact that the Taliban likely did not attempt to pull anything off in Afghanistan during the election. I was wondering why they did not try anything, but I think it is likely that they had a reason not to. What was that reason? Who knows... They could have done SOMETHING if they wanted to IMO.

GREELEY, Colo. — President Bush on Monday accused Sen. John Kerry of twisting facts to blame him for not capturing terrorist leader Osama bin Laden during the invasion of Afghanistan.

Campaigning in a state that supported him in 2000, Bush said he and Kerry differ on every campaign issue — from foreign to domestic policy.

Two weeks after flying in to the state for two rallies, Bush returned to speak to an estimated 8,200 supporters at Greeley’s Island Grove Events Center.

“I’m told the last sitting president to visit Greeley was Franklin Delano Roosevelt, who came right before he won his second term. With your help, history will be repeated,” he told the crowd.

It was a day when both candidates appeared side by side with superstars of their respective political parties — Kerry with former President Bill Clinton, and Bush with former New York City Mayor Rudy Giuliani. Giuliani traveled with Bush from the president’s Texas ranch.

“We need to make certain that we re-elect President Bush,” he said. “We can’t take a chance in going back to where we were before Sept. 11, 2001.”

Australia's spy chief has directly linked the Iraq war to the rising ranks of global terrorists and says it could have inspired new followers of Osama bin Laden in Australia.

The ASIO director-general, Dennis Richardson, also said in a speech last night that al-Qaeda had cased an airport in Australia before the September 11 attacks in the United States.

Mr Richardson said "it is possible some new followers in Australia have been motivated primarily by Iraq", putting him at odds with the Federal Government's line on whether the war inflames terrorism.

"We cannot exclude the possibility of Iraq being a motivator for some people here in Australia who may want to do harm," he said.

Mr Richardson prefaced his comments to the Sydney Institute by saying Iraq had so far "not had a significant impact on the security environment here in Australia".

It was not known "to what extent those who have gone to fight in Iraq were already committed militant Islamists or to what extent fighting in Iraq has or will turn others, including some Iraqis, into committed militant Islamists".

AUSTRALIA JOINS COUNTER-TERROR TRAINING

Australia will join a Japanese-led counter-terrorism training exercise to prevent the spread of nuclear weapons in the Asia-Pacific region.

The exercise called Team Samarai, which will be held today (tues), includes the Royal Australian Navy and Customs service.

The Defence Minister, Senator Robert Hill, says the operation is part of a series of nuclear counter- proliferation exercises, which began in Darwin last year.

The United States and France will also participate in Team Samarai, while Russia has sent observers.

The Customs Minister, Senator Chris Ellison, says the operation gives Australian customs officials a unique opportunity to work alongside international agencies.

Russian navy to join NATO anti-terror patrols

Moscow, Oct. 26. (AP): Russian Defense Minister Sergei Ivanov said Tuesday that two Russian navy ships would join NATO's anti-terrorist patrols in the Mediterranean later this week, but downplayed the cooperation by saying that NATO falls short of being Russia's ally.

Ivanov said the two ships from Russia's Black Sea Fleet would be taking part in NATO's Operation Active Endeavor effort until early next year.

"Our ships will operate in strict conformity with international law," Ivanov said in televised remarks.

He added that the naval patrols would help counter the threat of the proliferation of weapons of mass destruction or their components.

Operation Active Endeavor has monitored shipping in the eastern Mediterranean and Straits of Gibraltar since the Sept. 11, 2001, attacks on the United States.

In March, the alliance extended the operation to the whole of the Mediterranean. Russia pledged earlier this year to contribute its ships to the effort.

They did try. One instance they stopped a tanker truck set up as a sucside bomb the day before. Also were numerous smaller skirmishes. There is now internal bickering over the failure to act. But there is the appearance that they rolled over too easily.

Expert's alarm at terror risk from virus studies

TERRORISTS could create devastating diseases including influenza viruses capable of killing millions worldwide due to "riotous" advances in biotechnology, a leading expert warned yesterday.

Genetically-engineered anthrax and a synthetic version of the polio virus as well as Spanish flu, which caused a global pandemic in 1918, were among potential weapons that could be unleashed.

In a major report the British Medical Association said the threat from biological warfare had outstripped that from chemical and nuclear weapons and action was needed now as the "window of opportunity" was shrinking fast.

Its author, Professor Malcolm Dando, head of peace studies at Bradford University, said: "What we are talking about here is the development of a technology which could clearly be misused by terrorists or deranged individuals.

"If life sciences are misused there are major threats to human rights, human dignity and human safety.

"The problem is that the same technology being used to develop new vaccines and find cures for Alzheimer's and other debilitating diseases could also be used for malign purposes."

Dr Vivienne Nathanson, head of science and ethics at the BMA, said rapid advances in biological sciences meant this was the second report by the association in only five years.
"It's never been easier to develop biological weapons – all you have to do is look on the Internet.

"The situation today is arguably worse than it was when we published our last report five years ago.

"The very existence of international laws to protect us is being questioned and the anthrax attacks in the US in 2001 caused widespread panic and fear."

Urging the international community to take up the issue, she said: "This report does not make comfortable reading, but it is essential governments take action on this issue now.

"If we wait too long it will be virtually impossible to defend ourselves."

The report urges the international community to try to find a way to increase the power of the 1975 Biological and Toxin Weapons Convention. Talks about strengthening it foundered in 2001 when the US pulled out claiming it could interfere with legitimate research.

It also called for scientists to realise the potential risks and responsibilities associated with their work.

RIYADH, Oct 26 (Reuters) - The Saudi government has stepped up surveillance of charities amid fears that some of the big cash donations made to them during the holy month of Ramadan are being channelled to militant groups like al Qaeda.

Saudis give millions for poor Muslims in Ramadan, but under new measures money is being controlled by the security forces to stop it falling into the hands of al-Qaeda linked militants who have been fighting to topple the Saudi monarchy since May 2003.

Saudis must now donate money for the needy -- called "zakat" -- via the monitored bank accounts of charities registered with the ministry of social affairs, and must get receipts.

The government has also imposed a strict ban on dropping cash into boxes at doors of mosques and shopping centres, narrowing the chances of any finding its way to militants.

"Unfortunately some charities misused the donations and they were involved in terrorism so the new measures are very positive to block such leaks," Ahmed Besaudi from the al-Birr Islamic Foundation, a registered charity, told Reuters.

The government said this month it had appointed a committee of accountants to audit the financial reports of the 299 registered charities which receive the donations, to control the funds as part of its crackdown on militants.

Authorities also said they would dissolve the country's most prominent charity, the Al-Haramain Islamic Foundation, which the United States has accused of funding terrorism.

The decision came eight months after the kingdom announced it was establishing a single aid agency to replace groups like Al-Haramain and end suspicions over Saudi donations.

Since the September 11, 2001 attacks on U.S. cities, carried out mainly by Saudi nationals, U.S. officials have put increasing pressure on several Saudi charities.

RIYADH, Saudi Arabia -- The quiet revolt began with late-night meetings in living rooms and cafes. Academics, lawyers, businessmen and journalists drafted polite petitions and communiques demanding reform. They wanted an elected parliament, an independent court system and basic rights for women in a society where they can't even drive.

The clamor for change intensified after a series of bombings shook the Saudi capital in May 2003. But today, the reform movement in this absolute monarchy has lost steam. The ruling Saud family has been buoyed by recent victories against Islamic militants and an unexpected economic boom fueled by record oil prices. And with neighboring Iraq in shambles, the kingdom faces little pressure to reform from what the Bush administration once promised would be a burgeoning democracy in the heart of the Middle East.

The House of Saud is slowly closing the door on political dissent. A recent law prohibits government employees, including many academics and journalists, from signing petitions or publicly criticizing the regime. Those who violate the law could be fired or imprisoned. Three leading reformers have been arrested for challenging the ruling system. Initially, their trial was open -- the first public trial in the kingdom's history -- but it was closed last month without explanation.

"Reform has been intermittent and people are disappointed," said Abdulaziz al-Qasim, a former judge who is now one of the kingdom's leading moderate Islamic activists. "We need to find ways for people to participate in the society, to have a voice without resorting to extremism."

Tension between liberal reformers and religious conservatives is nothing new in the kingdom, where the austere brand of Wahhabi Islam has prevailed for centuries. Over the years, the Saudi royal family, with tacit support from successive American administrations, has sided with the clerics.

The old alliances began to shift after the Sept. 11, 2001, attacks on the United States, in which 15 of the 19 hijackers as well as mastermind Osama bin Laden were Saudis. Espousing an extreme strain of Wahhabism, bin Laden has long called for the overthrow of moderate pro-American regimes in the Middle East, starting with the House of Saud. Bin Laden has found powerful allies in the Wahhabi establishment and support among disaffected Saudi youths.

He gets 10 months in jail and 300 lashes

WASHINGTON, DC  (ANS) -- The Washington-DC based human rights group, International Christian Concern (ICC – www.persecution.org) says that it h has learned that Brian O’Connor, an Indian ex-patriot residing in Saudi Arabia, was sentenced by a Saudi Arabian court on Wednesday, October 20.

An ICC spokesperson said, “The Saudi court sentenced O’Connor to ‘10 months in jail and 300 lashes,’ and warned him of harsher penalties for appealing the case.”

O’Connor was originally arrested on March 25, 2004 for “spreading Christianity” by Saudi Arabia’s religious police known as the Muttawa. According to reports ICC received from visitors, the young Indian native was immediately tortured by police following his arrest. O’Connor’s legs were first chained and he was hung upside down when the “Muttawa came in turns of four and kicked [Brian] in the chest and rib area” continuously until 2 a.m.

“After enduring months in a Saudi prison, O’Connor was taken to court in late September for a brief, 90 minute hearing,” said the ICC spokesperson. “Charges brought against Brian O’Connor included selling alcohol and possession of pornography, in addition to spreading Christianity. Executives at his employer declared that the allegations against their employee are a “cover-up” for the real reason for his arrest. It is very typical for Saudi authorities to mask their zero-tolerance policy regarding other religions in the heavily Islamic state by presenting false charges in addition to proselytization charges.

“No mention was made of the religious charges brought before O’Connor in his latest hearing, where he was sentenced to 10 months in jail and 300 lashes. This omission clearly illustrates the willingness of Saudi authorities to cover up their religious intolerance. The court then asked O’Connor to respond to his sentence, at which point he stated that he did not agree to this sentence. Court officials replied that his case would go to a higher court and added that there would be a ‘further extension of time’ and a ‘heavier sentence in case the high court finds him guilty.” The court then offered O’Connor 10days to think about their ‘offer,’ but he refused.

“This case is only the latest in a long string of attacks on religious freedom in Saudi Arabia, which caused the U.S. State Department to list them as a Country of Particular Concern (CPC) in their latest report on religious freedom. ICC finds the actions of the Saudi Arabian judicial system to be outrageous and calls on all Americans to contact their Congressional representative and voice concern over this latest action to the Saudi embassy as well.”

This really pi**es me off. It seems that it is okay for them to come to our countries and spread the word of Allah. But it is not okay for anyone to go to their country and spread the word of Jesus. I say we just throw every last MFing muslim out of our countries, and be done with it. If only it were that simple.
