The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.


"I will never cower before any master nor bend to any threat."

that almost every 3-4 days or so, things get racheted up another increment at some . . . under ground level, spirit level, something???

It seems to me that the kettle can take only so much heat before there's steam everywhere.

SENTENCED FOR WIDESPREAD BRIBES-FOR-VISAS SCHEME




WASHINGTON, D.C. - Assistant Attorney General Christopher A. Wray of the Criminal Division and United States Attorney McGregor W. Scott of the Eastern District of California announced today that a career State Department employee was sentenced to 60 months in prison, and her husband, a former consular employee at the U.S. Embassy in Sri Lanka, was sentenced to 63 months in prison for their role in masterminding a bribery and visa fraud scheme involving the unlawful issuance of approximately 200 visas from the U.S. Embassies in Sri Lanka, Fiji and Vietnam. One other individual who served as a “visa broker” in the scheme was also sentenced today.


Long N. Lee, 52, a now-terminated U.S. State Department Foreign Service Officer and career State Department employee, and her husband, Acey R. Johnson, 34, a former Consular Associate, were sentenced by Judge Garland E. Burrell, Jr., in Sacramento, California. In addition to their prison terms, Lee and Johnson were ordered to forfeit $750,000 in seized cash and properties purchased with ill-gotten gains, and were ordered to each pay a fine of $12,500. Each defendant was also ordered to serve a three-year term of supervised release following release from imprisonment.


Ramesh K. Jaisingh, 57, of Fairfax, Virginia, was sentenced by Judge Burrell to 21 months in prison and ordered to serve three years on supervised release.


“Entry into this country may not be bought and sold,” said Assistant Attorney General Wray. “Today’s sentences demonstrate the government’s resolve to protect the integrity of the U.S. visa process by prosecuting those government employees and others who seek to illegally enrich themselves while betraying the public trust.”


United States Attorney Scott said, “In this era more than ever, it is vital to ensure integrity in the issuance of United States visas. The actions of defendants Lee and Johnson, two Americans occupying significant positions of trust, were reprehensible. I am gratified by the successful collaboration of so many agencies in this investigation, including the Diplomatic Security Service of the United States Department of State, the FBI Joint Terrorism Task Force, and other federal and state agencies.”


Lee was the Chief Administrative Officer at the U.S. Embassies in Sri Lanka and Fiji from 1997 to 2003, and had previously served as the Consular Officer at the U.S. Embassy in Vietnam between 1995 and 1997. Johnson had worked as a Consular Associate in the U.S. Embassies in Sri Lanka and Fiji between 1997 and 2003.


The convicted defendants, including Lee and Johnson, admitted that Lee agreed to arrange for the issuance of U.S. visas in exchange for bribes as early as 1995. Both she and Johnson, acting in concert, continued the scheme from 1997 through their arrest in April 2003.


As part of the scheme, "visa brokers" located in Northern Virginia, the greater Sacramento area and the greater Los Angeles area collected bribes from foreign nationals, ordinarily from India or Vietnam, and steered the nationals through the visa application process, including travel to the U.S. Embassies where Lee and Johnson were posted. Lee and/or Johnson then caused visas to be issued to the nationals and later accepted hundreds of thousands of dollars in bribe payments from the brokers. On instructions from Lee and Johnson, the brokers broke bribe payments into transactions under $10,000 to avoid scrutiny by financial institutions and law enforcement, and then forwarded payments to Lee, Johnson and their family members. Using the bribe payments, Lee and Johnson, among other things, amassed $350,000 in cash (deposited in various bank accounts or secreted in their Oregon home), sent a series of payments to their children, and acquired and/or maintained two separate properties - a seaside home in Port Orford, Oregon, and a vacation home in Bailey, Colorado.


A total of 10 defendants have been convicted in the case. Seven other visa broker defendants have pleaded guilty and await sentencing. Minesh Prasad, 30, of Sacramento, California, is scheduled to be sentenced on Oct. 29, 2004, before Judge Burrell. Defendant Phuong Hien Lam Trinh, of Gardena, California, is scheduled to be sentenced on Nov. 8, 2004 before Gregory G. Hollows, U.S. Magistrate Judge. Defendants Vinesh Prasad, 33, of Sacramento, California; Narinderjit Singh Bhullar, 40, of Sacramento, California; Rajwant S. Virk, 47, of Herndon, Virginia; Rachhpal Singh, 32, of Newark, California; and Kim Chi Lam, 53, of Gardena, California are scheduled to be sentenced on Nov. 19, 2004 before Judge Burrell. An eleventh defendant is a fugitive.


The case is being prosecuted in U.S. District Court in Sacramento by Assistant U.S. Attorneys Benjamin B. Wagner and S. Robert Tice-Raskin and by Trial Attorney Noah D. Bookbinder of the Public Integrity Section, headed by Noel L. Hillman, Chief. It is the product of an extensive investigation conducted by the Diplomatic Security Service of the U.S. Department of State, and by agents with the FBI and several other state and federal agencies associated with the Joint Terrorism Task Force for the Eastern District of California, including the California Bureau of Investigation, the Bureau of Alcohol, Tobacco and Firearms, and the Bureau of Immigration Control and Enforcement of the Department of Homeland Security. Sri Lankan law enforcement authorities also provided assistance in the investigation.

North Korea threatened on Saturday to double the size of its nuclear deterrent if the United States did not drop what Pyongyang sees as a confrontational policy aimed at unseating the communist leadership there.

On Friday, North Korea set three conditions to be met before it would consider returning to six-party talks on its nuclear programs, including Washington ditching its "hostile policy."

The main newspaper in North Korea, the communist daily Rodong Sinmun, took this a stage further on Saturday in a commentary published by the official KCNA news agency.

"If the U.S. persistently pursues its confrontational hostile policy toward the DPRK from the viewpoint of escapism, it will only compel the DPRK to double its deterrent force," the newspaper said. DPRK is short for the North's official name, the Democratic People's Republic of Korea.

North Korea has never said how many nuclear weapons it has and usually refers ambiguously to its "deterrent force." U.S. officials say the North could have between two and eight weapons.

The commentary said the root cause of the U.S. policy was that Washington wanted to retain military influence in the region, even though the United States -- unlike its regional partners -- is a long way from Northeast Asia.

"This is a main source of trouble and a stumbling block in the way of settling the present situation," it said.

A senior State Department official said Friday's North Korean statement was merely familiar rhetoric.

In addition to abandoning its hostile policy, a North Korean Foreign Ministry spokesman told KCNA Washington should also be prepared to join a compensation package in return for the North freezing its nuclear programs.

"MASKING THE FACT"


He said the United States must also accept its proposal to discuss what it called "South Korea's nuclear problem" first, referring to tests conducted in the South by scientists in the past that Seoul said had never been authorized.

In a separate article on Saturday, KCNA listed what it said was South Korea's secret nuclear weapons development over decades. Seoul denies having such a program.

"The real issue is will they come back to talks. This is not about them masking the fact they haven't come back to talks with rhetoric," said the U.S. official, speaking of the North Koreans on condition of anonymity.

North and South Korea, the United States, Japan, China and Russia have met for three rounds of talks but failed to meet for a fourth planned for September. Most analysts agree the North is waiting to see who wins the Nov. 2 U.S. presidential election.

"No matter who wins the election, the United States is likely to become harsher on North Korea unless Pyongyang makes some changes," said Kim Chang-su, director of U.S. studies at the Korea Institute of Defense Analyzes, by telephone.

A proposal backed by the five other countries has offered compensatory aid -- probably from South Korea and Japan rather than Washington -- in return for a freeze as a first step to Pyongyang dismantling its atomic projects.

Washington seems unlikely to agree to provide aid yet and is also unlikely to agree to discuss the South's nuclear tests first. The North's demand about "hostile policy" is standard rhetoric that covers a shifting range of complaints.

Actually, the most interesting part is here:

We have now come "full circle". The threat stream that began last Ramadan has been unbroken and is now culminating. (If you look at the first few thousand posts this time last year, the dual eclipses were among the first and frequently mentioned issues.) This is roughly when the "election-related threats" and WMD threats began to emerge.

This is the fourth Ramadan since 9/11 when four planes were hijacked. The rare dual eclipses happened last Ramadan. Another set of dual eclipses is about to happen, though this time the first one of this current pair is debatable as the partial solar eclipse (10/14) preceded any potential sighting of a new moon, (but when during the eclipse does the "old moon" become the "new moon"?) The most relevant set of eclipse pairings was last Ramadan, and this second set makes four (as the post suggests). The fourth eclipse is Thursday night.

There were four images that appeared at Khamya.com marking the "three white days" prior to full moon last month in the previous thread (post 1795) - - each had a full moon in them.

I now believe "two bows" means two eclipses (2 crescent-shaped bows as in "bow" and arrow) or two pairs of eclipses.

It ties in well with the election timeframe. The threats that have been ebbing and flowing the past year began last Ramadan. The circle is now complete.

Four Ramadans after the Four Attacks on 9/11 with the fourth eclipse in a pair of dual Ramadan eclipses (which happens once every couple of centuries) four days before the election.

I did not see this posted today, but reportedly Quayle was on the radio last night, predicting a nuclear detonation on the WEST coast---SOON.

I went to his site, and he has the article that Jill had posted months ago "What to do with less than 3 days to a nuclear disaster"
