It seems to me that if Kerry wins, and the replacement rate drops like I believe it did during the Clinton years -we may need the draft just to keep current levels, let alone add 40,000 troops (though one can't take too seriously his call for more troops, he loathes the military). We can't count on a financial incentive either for the troops as we can expect cuts in defense spending, too.

Sorry no. I was basing my opinion on Bush vs Kerry polling of active military which I saw on earlier threads. When I find some time, I might look up links to both these things, but don't hold your breath (I'm pretty busy right now).
