I just posted to another thread on this topic that just last week, my local paper reported that the police were called to investigate a strange-looking person taking videotapes of a school bus.
Especially given the "polling place" aspect of schools.

People assume that they are safer from terrorism if they don't venture to places such as New York City or Washington D.C. What better way to scare the bejeezers out of them by making them realize that it could happen to anyone no matter where they are?
