It's a moot question. Whether or not he intended to ignores the fact that he already did produce them so his intentions were past tense. Anyone who answers no to the question, ignores the fact that he already had produced them.
The question is, what happened to them? Were they destroyed? Were they shipped to another country or countries? Could they still be hidden somewhere within Iraq?
No matter, he still had the capability of reproducing them at anytime.
