I paid close attention to that aspect of the story, as my son's school had a construction project that started in the summer and continues now.
Isn't it usual for schools to do construction projects in the summer? The school across the street from me did construction this summer as did a few other schools.

Of course it is normal for schools to use the three month (+/-) time down over the summer to handle construction projects. That was not my point. The point is that we have seen numerous instances (specifically in Russia) where the terrorists used this situation to advance their goals. I am not saying that this could happen here, there are many differences between that town in Russia and Any-town, USA. But it did alert me (and lots of other parents) to the potential.
