I agree with all that, except that standing in the path of probably death for no reason is not equivalent to what the firemen did. What the firemen did had a purpose and took courage. Staying in the Capitol building that morning would have been futile and dumb.
It seems that the rest of Congress remained there. Kerry discusses his time with the other Senators as they watched the news and were later taken to a secure location.
