Correct me if I'm wrong, but don't nuclear attack plans involve getting the legislators out of Dodge and to a safe(r) place ASAP? Continuity of government, and all that?
Seems to me the same principle would apply when the weapons are airliners.

That sounds to me like somebody fell down on the job. I would like to imagine myself reasoning in an instant from the facts at hand to the conclusion that the Capitol building should be evacuated immediately. I'd hate to think that I would be as overcome by events as Kerry confesses he was.
