That's an immaterial quibble.

It means that Senator Kerry still thinks that the US should only take action if we can justify it to other countries after the fact.

So he's still telling the American people that he will only act if he thinks the French will review our actions and say "C'est bon!"

There is obviously no further need for you to take this test, since you are apparently French (or Russian--almost as good), and the French have carte blanche (to coin a phrase) to do as they wish internationally, since we all know that their actions are always noble and selfless, and conform to international law, almost by definition.

The guy who is supposed to have such a great command of the English language needs spin doctors to run around to tell everyone he didn't mean for anyone to figure out what he said.

If Kerry says he doesn't think that way now - flip-flop once again.
If he doesn't deny it - then he has always believed in UN control... THIS IS "GLOBAL TEST." pure and simple.
email it everywhere, from top to bottom 0 to your local newspapers also - letter to the editor. Let people read for themselves. thousands of people read each letter to the editor and we are spread out all over. This is another way we van reach many more people, particularly those who are undecided or even plan on voting for komrad kerry.
He has put myself in a trap here. Either way he falls, SNAP.
Now Seward, the writer of the article in the Crimson is NOT conservative nor a Bush man! He was writing this back in Feb when kerry was only one of the pack. Sounds like Seward, at that time, was backing another horse and trying to take kerry down. (He has since written a lot against our W) - so let's help him out - let's let his quotes of kerry's take him down!

It is projection. The left is trying to spin that the war in Iraq is going miserably (Baghdad Bob's "quagmire"/quackmire BS) and slamming the nations that are there with us yet saying that they support the troops and welcome a coalition of support.

They are name calling and trying to cover their asses. It is fearmongering to ask if the terrorists will feel emboldened by rejecting President Bush for John Kerry. It is fearmongering to take the real possibility of presidential assassination and ask if John Edwards is qualified to succeed to the Presidency.

Somehow it is not fearmongering to tell American voters that their job will not be there, their health will decline, and that the rest of the world hates us.

At the town hall meeting, Kerry goes on to say:

"But I can do a better job of protecting America's security because the test that I was talking about was a test of legitimacy, not just in the globe, but elsewhere."

"If you do things that are illegitimate in the eyes of the other people, it's very hard to get them to share the burden and risk with you."

The test of legitimacy for Kerry remains not whether an action is in the national security interest of the United States, but whether the "international community" will stand around and applaud. How can the Senator believe that other nations will lend support to actions that are necessary for the security of the United States? The Chinese? The Russians? The French? And while we're at it, would any of those nations determine their interests on securing global approval? Don't make me laugh. What would Israel's situation look like if they were to rest their national interests on such a formulation? This moron makes me so angry every time he opens his mouth I want to scream.

If Bush had made a similar statements, all the news would be leading with this story, laughing and making fun of President Bush's stumble. But since it's Kerry, who is referring to some extraterrestrial test, in addion to a global test, it receives no mention.
