Bush did about as well as he could with the loaded questions. Unless one knows the specific and exact wording of a loaded question one is going to be asked, it isn't really possible to prepare; an answer which would be very good for one particular loaded question may be very bad for a slightly-different one.
Besides, one of Kerry's points is that Bush is a vindictive man who just wanted to settle his personal grudge with Saddam. I think Bush wanted to show that he's not petty and vindictive; in so doing, he helps defuse Kerry's portrayal.
