It looks like a packet of 4x5 cards. If it was, he had to practice his moves on how he took it out of his pocket. From the slides the movements looks suspect as to how he approaches the podium and as I recall President Bush approached him on shake hands and Kerry was still doing some fiddling around at the podium.
I'll reserve judgment until we get some FR experts to look the slides. There should be good enough equipment to see what this object is and if anything is written on it.......maybe invisible ink or a remote etch-a-sketch from Carvel.

Look at the side shots when he's handling his notes during the debate, while Bush is speaking, answering his questions. His eyes shift back & forth and was suspicious the night of the debate to me but now we know what he was hiding and why he was afraid somebody caught him cheating!

It's worth it to see if he took them off the podium at the end of the debate as well...maybe a clearer image.

If you look at the video, Kerry uses his left hand to reach in and get the notes after he has turned his back to the audience. If it weren't for the camera located behind the podiums getting the shot, we wouldn't have seen it. Kerry is right-handed. Whatever he was reaching for, he didn't want anyone to see.
