Kerry claims the US is footing 90% of the costs in Iraq, but that he would bring in other nations "to change the dynamics on the ground", whatever that's supposed to mean.
Pray tell, giving Candidate Kerry the broad benefit of the doubt here, what incentive exists for some other country to expose themselves to expense in terms of money and its citizens' lives as well as potentially becoming a terrorist target?

Take France for instance. Their desire is to knock the US down a few pegs and force it into the globalist box where France can then have more freedom to advance as a great power. They wish to eliminate us as the lone superpower.
The best way to accomplish this is to elect Demcrats. If Kerry is elected, France will come over almost immediately. There will be an immediate gushing of love for Kerry and a quick agreement on supporting Iraq. There best bet is to support Kerry and back him up but still make sure the US loses in the end and is embarassed.
When the EU wins a trade fight they always place their economic sanctions on businesses in Republican constituency areas.
They will all rush to make Kerry look good while still sabotoging any US efforts
