You know, that would make a GREAT campaign commercial:
Run clips of all the times John Kerry has accused President Bush of having a secret plan to: privatize Social Security, slash social services, wage nuclear war, fix oil prices at the Saudis' behest, cut VA Benefits, cut education funding, send jobs abroad and, of course, bring back the draft. Then, say something like: But who's really got a secret plan that he won't tell anyone about? Then show that clip with Stephanopolus when he says he has a plan, but he won't tell anyone what it is.
That would be sweet!

The metaphor was more elaborate than that, being in two parts. I believe he said "If your horse is headed over the waterfall, or if your horse is drowning." So he changed metaphorical horses in midstream, perhaps suddenly realizing that the first image hardly supported the wisdom of the proverbially futile remedy.
