CAPITOL HILL The House has given the Bush administration permission to shift three-point-five (b) billion dollars from Iraqi rebuilding projects to improving security and speeding job creation there. The request was sparked by an ongoing insurgency that has put many contractors well behind schedule.
Democrats have used it to launch campaign-season accusations that President Bush had an inadequate blueprint for rebuilding Iraq.
Without the change, the White House could shift only 800 (m) million dollars without congressional approval.
Though the administration insisted last fall that lawmakers approve more than 18 (b) billion dollars urgently for reconstruction, barely a (b) billion has been spent.
The measure now goes to the Senate.
