Can someone, more learned than I, help clarify if this bill (HR163) dated back to Jan 2003 has any bearing on the ongoing accusations from the Democrats that a draft is in the works?

Also, is this something that was cooked up by Rangel & Conyers and placed on the back burner only to be peddled out before the election.

Thank you for your input - this story seemed strange when I received it from a coworker by email. The hype that came to me was via Michigan - not surprisingly so.

Really, Dubya ought to get rid of the Peanut's useless legacy and deprive the Dems of this particular scare tactic.
