Can someone, more learned than I, help clarify if this bill (HR163) dated back to Jan 2003 has any bearing on the ongoing accusations from the Democrats that a draft is in the works?
Also, is this something that was cooked up by Rangel & Conyers and placed on the back burner only to be peddled out before the election.

This was a Democratic publicity stunt that was D.O.A. in January 2003. Pay it no mind.
Really, Dubya ought to get rid of the Peanut's useless legacy and deprive the Dems of this particular scare tactic.
