Baghdad, Sep 28. (AP):Iraqi Prime Minister Ayad Allawi warned that a "decisive military solution" could befall the rebel stronghold of Fallujah and pledged that even residents of violence-plagued cities would be able to vote in general elections.
"If a political solution won't succeed in Fallujah, there will be a military solution soon, a decisive and comprehensive (solution), that will be carried out by the Iraqi security apparatus. I think we waited more than enough for Fallujah," the Iraqi leader said in an interview aired yesterday on the Arab television network Al-Arabiya.
Fallujah is part of the Sunni triangle, that includes Ramadi and Samarra, where insurgents have staged fierce attacks against US and Iraqi forces.
But Allawi said residents who might not be able to vote in such areas in the January elections would be able to cast their ballots elsewhere. He did not elaborate.
"Everybody without exception will have the right to vote. We will provide them as much security and stability for proper elections as we can," he said. "This election will not be ideal, but it will be a beginning."
Allawi said that after returning to Baghdad from his current visit to London he would meet with Iraq's top Shiite cleric, Grand Ayatollah Ali al-Husseini al-Sistani, to discuss elections and other issues.
Asked about his handshake with Israeli Foreign Minister Silvan Shalom at the United Nations a week ago, Allawi said that he shook hands with hundreds of people and didn't recognize Shalom.

One or two examples would probably suffice, and having the Iraqis themselves administer it would be even more effective.
The main thing wrong with this is that even if they DO go in there, there will be a "ceasefire" to "negotiate", during which the bad guys will simply disappear into the night, to reappear someplace else. Muslim terrorists have been succeeding with this tactic since Tora Bora.
Irony, however, is priceless....
He should give them an ultimatum, they have seven days to lay down their weapons, or else. Shock and Awe 2.

Point well taken. That's why I say: "Kill 'em all and let God sort 'em out." AND I'M NOT JOKING.
I guess it depends on what the meaning of "soon" is.
One more point. The Iraqi PM and HIS army can do this w/o suffering world-wide scorn; we can't.
Folks seem to forget that Alawi was the one who told the sheik (forgot his name) that came from Europe after surgery to quell the Sadr "situation" that either he force Sadr to give up of his (Sadr's) head would be on a platter. Not two days later, Sadr had surrendered.
Frankly, from what I have seen and heard of Alawi, he is a man of his word. If he says he will flatten Fallujah, I wouldn't want to call his bluff.
It's becoming more and more clear that the problem areas are going to be addressed before the January elections. My guess is that it'll happen after our election, but before the end of the year.
Kill them; kill them all.

This may be the better solution.
Ship the ones that want to vote to a safer part of Iraq!
