That's what happens when 1) they totally screw up the prediction like the did with Charley, and 2) don't let residents back into their neighborhoods ASAP after the storm.

The Charley prediction was about twice as accurate as average. The area Charley hit received hurricane watches and warnings at the appropriate times. If Charley had gone down the NHC forecast path EXACTLY, the area Charley hit in reality STILL would have experienced hurricane-force winds.
