Can we place the Conservancy on the ballot and repeal it, and the supportive dreck legislation on the ballot and repeal it?

Can we place the Conservancy on the ballot and repeal it, The amount of money it would take to put an initiative on the ballot is enormous. It is a thought though. We would need to get a money backer.
