Gov. Arnold Schwarzenegger chose a woodsy mountain setting Thursday to sign legislation establishing a 25 million-acre Sierra Nevada Conservancy, while also signing nearly 20 other bills to protect the Pacific Ocean, curb smog and clean up blighted urban land.
With numerous strokes of the pen, Schwarzenegger opened 1,100 miles of car pool lanes to hybrid cars, established the nation's first Cabinet-level Ocean Protection Council in state government and barred cruise ships from burning garbage and dumping sewage inside state waters. He also banned commercial fishing fleets from bottom trawling along designated parts of the California coast and required 100-foot firebreaks around homes in mountain wildfire zones.

I am signing Assembly Bill 2600 creating the Sierra Nevada Conservancy.
Enactment of AB 2600 marks an important milestone in the preservation and restoration of one of California’s most beautiful and bountiful areas - the Sierra Nevada region. The significance of the Sierra Nevada is strongly felt within California and far beyond our boundaries. It has done much to define our state and to shape our awareness as Californians. It provides a home for most of the State's plant and wildlife species. It provides more than 60 percent of the water supply for our cities, farms and wildlife areas. It supplies timber for our homes and food for our tables. It provides inspiration and recreation for millions of visitors each year.
The Sierra Nevada's resource values and communities are rapidly changing due to population growth, evolving land use and new resource management imperatives. Against this backdrop of change, there is an overarching need to preserve and restore the irreplaceable values of the region for future generations.
Since well over half of lands in the Sierra have been in public ownership for decades, future success will involve projects that do not necessarily require land acquisition. We need to act creatively to conserve the region's irreplaceable natural resources, serve visitors from all over the world, reduce threats to the region such as wildfire, maintain the viability of working landscapes, conserve the region's unique cultural and historical resources and preserve the character of the region's landscape and communities. It is my desire to see conservation easements play an enhanced role in the Conservancy's preservation efforts, leaving lands on local tax rolls and preserving working landscapes in their historic uses and not to overburden future taxpayers with unnecessary land management costs.
I appreciate the efforts of the many groups and agencies throughout the region and the State who have worked together over many years to bring this conservancy to fruition. I commend the bipartisan efforts of Assemblymembers Leslie and Laird to devise a balanced and cooperative foundation for this new conservancy that I firmly believe is essential to position it for success in the Sierra. I look forward to working with all of you to ensure the future of this region.

Two things should be done immediately. Number one, we should take a trick out of the Democrats play-book and lock this sucker up in the courts for six months. Then we should get this on the ballot for next spring.
Land included in the conservancy
I'm politicaly conservative and am voting for Bush. But I also value clean air, water and conservation.
Please explain why most of you are against conservation. Don't you like clean air and water? Do you like the outdoors?
How? Do you know anyone who can accomplish that?
The lack of interest in issue over the last 6 months was telling.
If we couldn't get interest then, how can we now?

If you click on 'Sierra Conservancy' above (keyword), you will find about 10-15 threads that have extensive research and links to information. Also, click on keyword "Property Rights" which will introduce you to the many issues. Beyond the issues discussed there, these conservancies are being pushed by the RFK, Jr. crowd and have been found to be subject to fraud and corruption... all at the expense of taxpayers.
Here is a previous post from one of those threads. There are many good articles on that site (prf.org) that explain the assault on property rights. This isn't about conservation... it is about freedom.

Nationalization of Land — A Wake-Up Call
An article in the March 2002 issue of PERC Reports by Matt Ridley, entitled “Controlling the British Countryside,” should serve as a wake-up call for those in the U.S. of A. who might be concerned about the erosion of freedom and private property rights, and the gross nationalization of lands that is pervasive in this great country. It would appear that the citizenry is in a deep sleep or spend too much time at the cabaret.
Mr. Ridley, incidentally, is a well-known British author who is obviously concerned about further liberal invasions in an already socialistic society. Many would say that such intrusive behavior is foreign to America, but they had better reconsider when they hear the sequence of events that produced the current degree of land nationalization in England. The reader will undoubtedly repeatedly say “my gosh, that sounds familiar.”
According to Ridley, the process is not, of course, called nationalization, but rather it usually goes under the name of environmental policy. The effect is to remove, one by one, the property rights of landowners. It proceeds with virtually no interruption. Unfortunately, only a few people, like the author, think it is a bad thing. Obviously, they do not get it, anymore than the bulk of U.S. citizens.
