I accompanied an escort of some civilian personnel from Bondsteel to a Russian facility at night. The Russian soldiers on guard were openly smoking reefer.IIRC, the Russian contingent in Kosovo was from their "elite" airborne forces.

Honestly, I don't recall. I was hanging with 101st guys. What I saw though was typical.

It's hard to feel "elite" when a rifleman's pay is $50/month while the average salary is $250. So they make 1/5th average. A US GI makes around $18K to average pay of $36k, so they make 1/2. Increase the pay and get better results, amazing how that works. But hay, I give them credit for paying anything. The conscripts get enough for a bottle of vodka once per month.
