Actually I think Burkett misheard the name. I think it must have been Lucy RICARDO, not Ramirez.

OK, I get it now. Nice work getting that pitcure of her. Boy, first she keeps betraying Charlie Brown's fragile trust with the football kicking ploy, and now she tricks Burkett into supplying forging military records to poor old Dan.
It all makes sense now. Remember how Burkett was institutionalized, I'll bet she was one of the psychiatrists (her fee was only a nickle).
