First of all there are plenty of Italians with red hair and blue eyes, particularly in places like Liguria (birthplace of pesto). Giuseppe Garibaldi is a perfect example.

I believe, however, that Mario's mom is of German ancestry. I don't know what part of the boot his dad Armandino is from.
