I don't think it is out of the question. My memory is a little fuzzy on this but during Vietnam a General Officer had a DFC pulled based on a whistle-blowing Awards & Decoration Clerk.

I doubt that General was a SITTING SENATOR...and CURRENT CANDIDATE FOR PRESIDENT.

The Navy budget, officer promotion approval lists and much more, are at the "consent and approval" of Congress.

It ain't gonna happen, that they strip a decoration from Kerry..
