90% probabilities there was a pre-emptive attack on Taepodong Missile Base, possiblities that it was done by the North Korea resistance or an accident less than 10%. So the question is : who did it ? China, S.Korea/US/Japan or Russia ? On what are you basing the statement that it is a preemptive strike? How do you know they did not have an accident or something?
If it was a strike, All three of the Big Three would have to know about it and be in on it, Russia, US , and China.

When was the last time that such a type of accident happened ? Never before. If it wasn't a preemptive strike then there would be no need for the cover-up to go to these lengths. And yes, this is the ONE and ONLY case where theoretically Russia, US and China would agree.
