Know for a fact that when I worked for the military and civilian govts in the 70s, we used 8x10.5 paper size.

You can see a difference in paper size in the copies. It almost looks as if the originals might be in a binder. The dots just might be mildew/foxing. I'll pull out some old '70's documents and see what happens when I copy them. I know I had to clean the glass when they started showing up so it may be that the papers are with someone who has an old dirty copier on hand.

When I look at the pdf files it shows them to be 8.31 x 10.36 in.
