Here's a really broad, generic opinion.

Gang graffiti is posted either on a building or bridge in
most cases to spread a message and/or mark a territory.
It is not uncommon to find gangsters with web pages
and graffiti postings online.

In this case, could it be the graffiti was posted to incite
feelings of fear?
