FBI fears terrorists will target Washington state ferries

SEATTLE-- Federal authorities believe Washington state's ferry system has been under surveillance and could be a possible target for a terrorist attack, the Seattle Times reported Sunday.
An FBI assessment determined that 19 suspicious incidents reported by law enforcement officers, ferry workers and passengers since the Sept. 11, 2001 attacks were highly likely or extremely likely to involve terrorist surveillance, the Times reported.
"We may well be the target of preoperational terrorist planning," said U.S. Attorney John McKay.
Hmmm- first the power grids; then the escape routes, then...
Guess they want to make sure they are within their religious grounds before they launch.

MANILA, Philippines (AP) - A bomb planted by the brutal Abu Sayyaf group caused a ferry fire in February that killed over 100 people in the Philippines' worst terrorist attack, an investigation concluded Monday.
President Gloria Macapagal, who initially downplayed a claim of responsibility by the al-Qaida-linked Abu Sayyaf, said six people, including two arrested shortly after the attack, have been charged.
"These are the same people responsible for the Dos Palmas kidnapping," she said, referring to a mass abduction from the Dos Palmas resort on Palawan island in 2001 that left several hostages dead.
She said the men in custody made and planted the bomb, and that one beheaded Guillermo Sobero of Corona, Calif., early in the yearlong hostage crisis. Missionary Martin Burnham of Wichita, Kan. also died during a rescue mission that freed his wife, Gracia.

Taiwan to test-fire cruise missile which could hit Shanghai

Taiwan is to test-fire a cruise missile which could hit the eastern Chinese city of Shanghai, it was reported Sunday, after Taiwanese Premier Yu Shyi-kun threatened to retaliate should China attack the island.
The military-controlled Chungshan Institute of Science and Technology plans to test-fire before year-end the weaponry refitted from the indigenous "Hsiung Feng" anti-ship missile, Taipei's Apple Daily said.
Mass production could begin in 2006, it said.
With a range of 900 km, the missile could hit the Chinese cities of Shanghai and Nanjing.
If budget permits, Taiwan's military plans to produce six such cruise missiles each year at a cost of T$100 million (US$2.94 million) apiece, the daily said.
The defence ministry declined to comment on the report.
The institute twice unsuccessfully test-fired the system last year, the daily said.
"Chungshan's research team found the problem was with the turbofan engine," it said, adding the researchers had tackled the problem.
The institute kicked off the weaponry development programme in 2000, the daily said.
The report came a week after Premier Yu vowed to retaliate should China launch missile attacks against the island.
"You (China) have the capability to destroy me and Taiwan should have the capability to counter.
You strike me with 100 missiles and I should at least strike back with 50," Yu told a gathering of government officials.
"You strike Taipei and Kaohsiung and I shall strike Shanghai. This way Taiwan will be safe," he said.
Yu's remarks angered Beijing, which called it a "belligerent provocation" and a "clamor for war".

Russia and Iran are on the verge of closing an $800 million deal to start up Iran's first nuclear power plant, the countries' foreign ministers announced Sunday.
Such a deal would be a major blow to U.S.-led efforts to derail Iran's nuclear program, which many suspect is intended at least in part to make nuclear weapons. Iranian leaders deny any atomic ambitions, although Iranian scientists are developing technology that could be used to make highly enriched uranium for weapons.
At a joint news conference in the Iranian capital, Russian Foreign Minister Sergei Lavrov said he and his Iranian counterpart, Kamal Kharrazi, ironed out their differences over providing fuel for Iran's first reactor near the southern port city of Bushehr.
The two also discussed international concerns over Iran's nuclear program and ballistic missile technology. advertisement
"We talked about some kind of commitment that this (missile technology) will not lead to other things," Lavrov said in Russian. He did not elaborate.
The Bush administration has repeatedly pressured Russia to abandon the deal with Iran, which has ties to Hezbollah, Hamas and other terrorist groups and is believed to be harboring some members of al-Qaida.

Election warning causes anxiety

The U.S. government's warnings that terrorists want to disrupt the Nov. 2 elections have created confusion, anxiety and skepticism among state and local election officials.
One Indiana county has moved some polling places from schools, Minnesota precinct judges have been urged to watch for suicide bombers, and some officials are questioning whether voters are being alarmed needlessly.
Since April, election officials across the nation have debated how to respond to the Bush administration's warnings that al-Qaeda wanted to launch "large scale" attacks to disrupt the presidential campaign.
The administration has said it is concerned about an attack similar to the bombings in Madrid in March that killed 191 people and widely were credited with leading Spanish voters to oust the ruling party from power. But because the warnings have been vague and have not identified specific plots or targets, the reactions have varied among officials who oversee the USA's 193,000 polling places:
In Tippecanoe County, Ind., chief election official Linda Phillips says she will move an undisclosed number of the county's 81 polling places out of elementary schools to "less vulnerable" sites. She acknowledges that Lafayette, Ind., "may not appear on any terrorist's road map," but she says that "it occurred to me that terrorists could get a double hit if they wanted to strike the election by taking out a school."
Minnesota Secretary of State Mary Kiffmeyer sent fliers to precinct judges that urged them to watch for suspicious people at the polls who could be suicide bombers. Kiffmeyer, who says "our priorities are to protect life and secure the ballot box," says officials have discussed moving polling places out of schools.
In Massachusetts and in many other jurisdictions, election officials have been meeting with law enforcement agencies to plan responses to a catastrophic attack. Massachusetts Secretary of State William Galvin says that state law requires one law enforcement officer to be assigned to each of the state's 2,000 polling places. But like election officials elsewhere, he says there is no plan to increase the number of armed guards or other security personnel at precincts.
Meanwhile, some Democratic election officials are questioning whether there is a political angle to the Bush administration's repeated terrorism warnings.
Rebecca Vigil-Giron, a Democrat who is New Mexico's top election official, says she wonders whether the warnings amount to a veiled Republican effort to suppress voter turnout. Historically, heavy turnout in U.S. elections has favored Democrats.
Attorney General John Ashcroft, who on Sept. 24 ordered the FBI and other federal law enforcement agencies to assign what could be hundreds of agents to help deal with any threats to the elections - this week rejected the notion that the Republican White House has hyped the threat to discourage voting. Justice Department spokesman Mark Corallo says it is "absolutely absurd that we would seek to depress the vote."
Still, there is skepticism.
Indiana Secretary of State Todd Rokita, a Republican, says he was "flabbergasted" at the reaction last month when he sent letters to local election clerks urging them to develop plans to respond to "an immediate and present danger." Some local officials accused Rokita of trying to intimidate voters. "Given the concern about terrorism," he says, "I felt somebody ought to be out ... making sure we were talking to each other."
