OETR = Military Acronym.. " Officer Education Training Record"..

You are right to point that out. It had to do with some obscure agency that has nothing to do with the facts. Some educational agency or something like that. Fox News talked about it on the Brit Hume show. Another evidence that the document is a forgery.

That's referring to the Officer Efficiency Report...But the term of art was OER. Now it's OES. ‘OETR,' I went and looked in the Air Force glossary for that period, that's Officer Education Training Repositories -- totally unrelated to that. So I don't know why someone who would be doing these things all the time would put the wrong acronym in there for that."
