Times Roman has been available since 1931, but only in linotype printshops...until released with Apple MacIntosh in 1984 and Windows 3.1 in 1991.

Right. Nobody said that the Times Roman font didn't exist then, only that it wasn't commonly used on typewriters of the time. And the original Bush document with the raised th was typed in Courier, not Times Roman.

Roger. Mentioned early on. One of the docs writes the date 14 August, 1973. The correct military rendering of a date is 14 Aug 1973. 3 letter month abbrev and no comma after the month.
