States are not subservient to federal law, they are subservient to the US Constitution, and via it to federal law only in those areas where the federal government has been explicitly granted power therein.

The second amendment only applies to the federal government -- the states are bound only by their respective state constitutions.

In California's case, there is nothing in their state constitution which protects the RKBA.
