September 9, 2004 -- BESLAN, Russia Russia's top general threatened yesterday to attack terror bases anywhere in the world, as security services put a $10 million bounty on two Chechen rebels they blame for last week's school siege. "As for launching pre-emptive strikes on terrorist bases, we will carry out all measures to liquidate terrorist bases in any region of the world," said Gen. Yuri Baluevsky, chief of Russia's general staff.The FSB security service also announced the $10 million reward for information leading to the "neutralization" of Aslan Maskhadov and Shamil Basayev, two Chechen separatist leaders who are household names in Russia after a decade of conflict in the mainly Muslim southern province.
But liberal parliamentary deputy Vladimir Ryzhkov said this twin approach only illustrated Russia's inconsistency.
"These are really strange statements because one of them indicates that we have not the slightest idea where the rebels are, while the second one indicates that we are still ready to use force anywhere," he told a conference.

I would never have imagined when I was growing up that I would ever see the day when the Russians would vow to follow a military policy of preemtion and that I would agree with it.
I recall a few years ago, when a bunch of kidnappings were happening in Lebanon, a Russian diplomat was taken hostage. There was a prominent cleric associated with the terrorist kidnappers. The Russian grabbed the cleric's bother and soon delivered to the cleric his brother genitals in a box, with the promise to continue delivering "parts". Lo and behold, the Russian diplomat was released immediately.
Maybe this story was more legend than fact, I don't know, but it sounds like a pretty effective way to deal with the Muslim riff-raff.

As I have written previously on this issue, if Russia is serious about Islamo-Fascist terrorism, it is time for them to step up to the plate in regards to their assistance in Iran and to give the US some help with some troops in Iraq. That would be a nice start. In fact, maybe it would be a good idea for Russia, rather than Israel, to bomb that Nuclear Weapon "reactor" in Iran.
In return, the US could back them up at every turn (in, for instance, the UN) in their desire to root out terrorism in their own midst (Chechnya). Let's partner up, boys!!!!

Yes. For all the bellowing about how Russia will kick some ass in their sudden conversion to the War on Terror, I seem to recall they had a certain amount of trouble there.
Nation-building aside, we seem to have done a bit--oh, hell, about ten thousand times better.
Eventually, the terrorists will figure out that the only country they can attack without fear of reprisals will be France. At the point we can consider the war on terrorism over.
