Ergo, using this logic, were I a parent from Beslan, one or all of my children might have been murdered by those people because of the West? I am not buying this.

The Supreme Court regularly tests the boundaries of subsidiarity--as does the UN.
Actually, what the author does show is that the 'lawlessness' of CIA-type operations can come back to bite you in the nose, or elsewhere.
