The only problem with this viewpoint is that the Siege of Vienna was the last gasp of a greatly over-extended empire, not the high-water mark of an expanding one. The Ottomans were already at least a century behind in technology and falling farther back all the time. Had they taken Vienna it would have made little difference in the long run. That they took several more centuries to collapse completely had nothing to do with their internal strength and everything to do with European politics and dissension.
