Under what authority did the cops seize a non-weapon in a non-crime?

He was brandishing it in a threatening manner, and obviously intended to put the person targeted in fear of being killed. That's assault in most localities.

Quick question: if you and I are having an argument, and I pull out a handgun (empty but you don't know that), point it at you, and pull the trigger, have I committed an offense? Hell yes.

The idiot with the rocket launcher is lucky his opponent was not armed, as he would have had legal justification in blowing rocket-man away

Police say the two men were arguing when one of them pulled the rocket launcher out of his girlfriend's vehicle, pulled off the cap, extended the tube and pointed it at the other man.

That would be the misdemeanor of simple assault, unless in a scuffle entered into voluntarily by both parties, in which case it would be petty assault, under the Model Penal Code.
