Actually it's just the opposite - France did NOT bow to the demand.. ( as hard as that is to believe ) so the kidnappers did a markdown.
Now..IF... the reporters were sympathizers and made a deal with their "kidnappers" a markdown makes sense - they never expected France to have any balls...

Also, the quote has to do with foreign policy. The French are considered so soft that the terrosrists know they will capitulate on something.
