Personally Putin should find 3 of the most populated Muslim cities in Chetchyna and nuke them, I mean really lob 3 hydrogen bombs and kill as many of them as humanly possible. Then go on the air and proclaim worldwide pthat all nuclear missles have been repointed to Medina and Meeca, and the next Islamic attack anywhere in the world against any country will result in Medina being nuked, and if there are any more after that, Meeca. The Soviets would be taken far more seriously and have just as much of a ligitimate excuse as the US in it war in terrorism.
