Bush was on Rush Limbaugh and Rush asked him to elaborate on that comment. He said the war on Terror was NOT the traditional type war in which it would eventually result in them surrendering and giving up the fight. The Terrorists are NOT a country. They are multiple groups who organize and work on their own and sometimes together. He said he wasn't as clear as he should have been, but his clarification was what I figured he meant.
